Program Manager

Who We Are Textron Systems’ Test, Training and Simulation division is seeking an experienced Program Manager to join our team in Hunt Valley, MD. The Program Manager will lead one or more programs within a highly collaborative and growing Program Office. This role requires excellent organization, teamwork, and communication skills to ensure program execution meets mission objectives and customer expectations. A successful candidate will be action-oriented, have strong written and verbal communication, and be able to lead cross‑functional teams. Responsibilities Manage the financial, technical, and schedule requirements of a critical program to deliver products that are technically acceptable on-time and in a cost‑effective manner. Apply Earned Value techniques to monitor and control the Performance Measurement Baseline. Perform Control Account Manager responsibilities for program budget, including development of budgetary baseline, review of actual costs, and management of variance analysis, monthly Latest Revised Estimate updates, Estimate At Complete analysis, and sales forecast updates. Create and maintain resource‑loaded Integrated Master Schedules and develop actionable plans to ensure on‑time or early completion. Manage program risks and opportunities. Interface with critical suppliers, subcontractors, and Textron Systems’ internal Procurement/Subcontracts organization to communicate program updates/changes to and from the supplier. Coordinate formal briefs, meetings and reviews with customers and company leaders. Work closely with the customer’s Program Manager(s) and communicate program progress both internally and externally. Lead proposal generation and submittals to the customer. Mentor and foster new Project Management talent. Required Skills Bachelor’s degree in Engineering, Business, or a similar discipline. 8+ years of relevant experience, including 2+ years of Program Management experience in the defense industry. Experience evaluating program risks and opportunities. Understanding of Earned Value Management principles. Proposal lead or business capture experience. Strong written and verbal communication skills. Demonstrated ability to work across organizational boundaries. Strong interpersonal skills. Proficiency in MS Office. Candidate must be a US citizen or capable of receiving a Secret level security clearance; all qualified applicants will be subject to a security investigation and must meet minimum qualifications for a Secret clearance. Desired Skills PMP Certification or equivalent. Advanced degree preferred. Prior US military or defense/aerospace industry experience.
