BON 26-09 Nurse III (Nursing Consultant for Education)

Job Summary Nurse III (Nursing Consultant for Education) within the Texas Board of Nursing. This role performs advanced consultative and administrative work, manages regulatory and statutory requirements of nursing education programs, conducts surveys, prepares reports, and provides expert testimony on the Nursing Practice Act and Rules. Responsibilities Conduct routine, pre‑approval, and approval survey visits of existing and proposed nursing education programs and clinical affiliates to ensure compliance with rules and regulations, and prepare written reports for the Board. Review and analyze nursing education program data, compliance reports, curriculum materials, proposals, faculty minutes, and other documents in preparation for survey visits, report synthesis, and written analysis. Communicate and consult with administrative officers, school faculty, and students to facilitate quality program development, verify compliance, and inform stakeholders of Board decisions regarding approval status. Participate in education credential review processes, including completing reviews and reports of education credentials related to licensing requirements, and assisting the Enforcement Division with investigations and expert witness testimony. Conduct and/or assist with presentation of education workshops and other educational offerings on behalf of the Board, including needs assessments, workshop planning, operating equipment, preparing scripts, delivering presentations, and evaluating outcomes. Confers and correspond with individuals and groups on interpretation of the Nursing Practice Act and Rules, responding to phone calls and written correspondence, maintaining knowledge of national, state, and regional health care issues, and initiating appropriate agency responses to identified trends or issues. Prepare and maintain reports and records, including assisting in development of department policies and procedures, presenting reports to the Board, developing agency reports, outlining file organization, maintaining records in a readable and accessible manner, and contributing articles to the Board Bulletin or Education Newsletter. Participate in agency legislative review of laws and regulations affecting nursing education, licensure, and practice, contributing to tracking and reporting of legislative bills, preparing report briefs and summaries for staff and the Board, monitoring health care legislation, and advising on proposed and approved rules published in the Texas Register. Participate in department and agency operations and activities: staff discussions, planning, development and evaluation of agency objectives; assist in implementing Board policies and procedures; represent the Board in committees or task forces; promote teamwork; perform other functions as assigned by the Director of Nursing, including special projects and reports to the Board; contribute to agency goals and objectives; adhere to agency ethics and HR policies. Must be willing to travel within the State of Texas. Qualifications Education: Minimum of a BSN from a professional nursing program approved by the State of Texas or the state from which the school was located; Master’s degree in nursing (MSN) preferred; Completed graduate‑level nursing coursework in at least one of education, curriculum, instruction, or teaching; Unencumbered and current licensure as an RN in Texas. Experience: Broad experience in various professional nursing positions with at least 3 years in patient care; Teaching experience in an approved nursing education program preferred. Knowledge, Skills, and Abilities: Basic knowledge of the Nursing Practice Act, Rules, and regulations; Understanding of the Texas Board of Nursing functions; Comprehensive knowledge of nursing profession; General knowledge of diverse nursing education programs; Broader knowledge of current healthcare trends; Appreciation for research in nursing and evidence‑based decisions; Excellent written and verbal communication; Ability to adapt presentations to adult learners; Organizational and prioritization skills; Strong experience with technology; Ability to manage multiple projects independently; Ability to accurately vet resources; Ability to write professional reports; Ability to maintain security and integrity of critical infrastructure. Professional Development: Demonstrate personal and professional integrity, ethical standards, sound judgment, objective decision‑making, appropriate grooming, accountability, and a deep sense of responsibility for state board work.
