Product ManagerThe New York City Department of Health and Mental Hygiene (NYC DOHMH) is seeking a Product Manager to spearhead the development of data products within the Enterprise Data Platform. The Product Manager will determine and oversee delivery of the strategy and roadmap for their products to achieve equitable public health outcomes. Their responsibilities include coordinating with colleagues in the Division of Information Technology, as well as stakeholders across key public health programs to set priorities, manage new development and operations, and provide direction and oversight to product teams and other technical support teams.DutiesDevelop a deep understanding of business goals and processes to inform data product priorities and improvement recommendations.Develop strong relationships and regularly communicate with product program stakeholders to shape the product strategy and surface and prioritize needs.Define and execute product vision and strategy, planning, and life cycle management efforts aligned with public health goals.Monitor the public health ecosystem and emerging technology trends to inform product strategy and proactively propose new solutions.Establish product roadmaps and release plans that satisfy requirements and achieve agency goals and public health outcomes.Conduct business analysis of stakeholder requirements, current systems and translation to EDP platform including developing process flow diagrams, entity relationship diagrams, and data flow diagrams.Contribute to translating business requirements into actionable product and technical requirements.Continuously monitor and evaluate product performance and proactively champion product improvements.Determine skills and resources required for the product team to deliver on the product roadmap.Guide the cross-functional development team (including colleagues from IT, data engineering, data governance) to scope, plan and deliver work, applying established delivery methodologies (e.g., agile methods) and best practices (e.g., reusability).Proactively identify and resolve blockers to achieve business objectives for the product, including technical and resourcing challenges.Ensure alignment and adherence to City/Agency, financial and IT standards (e.g., architecture, compliance, security).Increase adoption and consumption of product capabilities.Manage investment decision making and finances for the products, taking a return-on-investment approach to increasing the value while minimizing product costs.Serve as product manager for multiple, related products.Define, track, and communicate relevant KPIs for the product to measure performance and contribution to business goals and strategy.Qualifications3+ years of product management or related experience.Bachelor's or Master's degree (or equivalent experience).Understanding of public health and population health data, including concepts like HL7 and interoperability.Familiarity with cloud products like Azure, AWS or GCPSome experience in data analysis, data engineering or data science in R, Python or SQL.Ability to lead cross-functional teams and work collaboratively across diverse and matrixed stakeholders.Ability to surface, prioritize, and balance multiple stakeholder priorities.Strong project management skills to manage multiple projects and deadlines simultaneously.Demonstrated success in defining and building data and technology products.Excellent problem solving and analytical skills, including experience analyzing and leveraging data to inform decision making.Demonstrated ability to communicate complex technical information effectively to various stakeholders verbally and in writing.Ability to adapt and respond to changes due to emerging public health needs and priorities.Additional Desired QualitiesExcellent communication (verbal & written) and interpersonal skills.Strong analytical skills and ability to manage and report complex information.Experience with data collection, analysis and interpretation.Desire to grow professionally, develop new skills and willingness to work outside of comfort zone.Experience working with the public health sector and coordinating projects involving multiple stakeholders.Ability to prioritize and work in fast-paced environment with hard deadlines.Fluency in Microsoft Word, Excel, Outlook, and PowerPoint.BenefitsHybrid Work Schedule.Generous Paid Time Off and Holidays.An attractive and comprehensive benefits package including Medical, Dental and Vision.Flexible Spending Accounts and Commuter Benefits.Company Paid Life Insurance and Disability Coverage.403 (b) + employer matching and discretionary company contributions.College Savings Plan.Ongoing training and continuous opportunities for professional growth and development.Additional InformationThis is a temporary grant-funded position ending in November 2027.This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.This individual will be expected to work non-business hours during emergencies.
