What we are looking for: We are seeking a detail-oriented, analytical, and collaborative Program Analyst to support FEMA task orders spanning two related work streams: standardizing operating procedures across programs, and strengthening stakeholder communications and executive coordination. Depending on background and fit, Program Analysts on these task orders may focus on process mapping and SOP development, on communications and executive support, or on a blend of both—working under a Task Lead to build a common operational foundation and a consistent, sequenced approach to messaging and reporting across programs. The ideal candidate is proactive, adaptable, and comfortable balancing analytical rigor with hands‑on coordination and documentation. What you'll do: Facilitate or support process‑mapping sessions to capture how programs currently operate, then translate findings into clear, consistent standard operating procedures. Maintain a central, version‑controlled repository so procedures and reference materials stay current and easy to find. Support rollout of standardized processes across programs, with an emphasis on task management and quality control. Identify opportunities for automation and process improvement, and build supporting tools such as templates and trackers. Help implement a stakeholder engagement strategy, delivering consistent, well‑sequenced messaging across programs. Develop leadership communication materials, including briefings, talking points, and reports. Serve as a dedicated point of contact for a program, managing internal and external requests for information and proactive outreach. Establish data collection and verification processes to support accurate, consistent reporting. Provide executive coordination support, including meeting scheduling, agenda development, minutes, and follow‑up on action items. Act as a trusted resource to program leadership on administrative, logistical, research, and analytic tasks, and lead initial drafts of deliverables with coaching and oversight from senior staff. Build a working understanding of the task order’s Statement of Work and how your day‑to‑day contributions support it. Flag client challenges or opportunities you notice along the way, and support business development efforts such as documenting project successes. Qualifications Bachelor’s degree and/or equivalent professional experience. 2+ years of experience supporting program management, business process improvement, communications, operations, or coordination efforts in a government or professional services environment. Experience with at least one of the following: process mapping/SOP development, stakeholder communications and briefing materials, or executive/administrative coordination; experience across multiple areas is a plus. Strong analytical, organizational, and problem‑solving skills, with the ability to synthesize input from multiple stakeholders into clear, usable documentation. Excellent written and verbal communication skills, including the ability to translate complex or technical information into clear materials for varied audiences. Ability to manage multiple priorities across program offices in a fast‑paced environment. Strong attention to detail and ability to produce high‑quality, client‑ready deliverables with coaching and oversight. Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook; familiarity with version‑control, document‑management, or data‑visualization platforms (e.g., SharePoint, Power BI) preferred. Ability to work onsite as required in a professional client environment. Active DHS suitability or ability to obtain/maintain required clearance/access.
