Technical Program Manager II

As a Technical Program Manager II focusing on SPEAR intelligence operations, you will:

• Work with area leads to execute on intelligence operations tasks, requirements, and production needs across all intelligence operations efforts within SPEAR.
• Collaborate closely with business stakeholders, data analysts, data engineers, and developers to understand data needs, define data standards, and ensure data quality and security.
• Organize, define, and maintain tracking across a significant breadth of threat intelligence capabilities.
• Drive clarity internally and improve our ability to impact threat actors while serving our valuable intelligence consumers.
• Ensure efficiency, accountability, and effectiveness in executing toward our vision of making the world a safer place through timely and actionable cyber threat intelligence.

Responsibilities

• Manage execution of our requests-for-information business processes, ensuring efficient prioritization, tracking, and delivery of intelligence products across Microsoft.
• Drive operational coordination and task management across MSTIC analysis teams.
• Scope and communicate requirements to analysts to enable effective threat analysis.
• Translate business requirements into technical specifications, including data streams, integrations, transformations, and databases.
• Develop and maintain operational reporting, dashboards, and metrics to measure workload, performance, customer demand, and business impact.
• Communicate effectively with team members, stakeholders, and customers to create partnerships while understanding impact, satisfaction, and overall feedback.
• Support operational readiness through process documentation and SOP development.

Qualifications

• Bachelor's Degree AND 2+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.
• 1+ year(s) of experience managing cross-functional and/or cross-team projects.

Requirements

• Ability to meet Microsoft, customer and/or government security screening requirements are required for this role.
• This role will require access to information that is controlled for export under export control regulations.
• Microsoft Cloud Background Check: This position will be required to pass the Microsoft background and Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Additional or Preferred Qualifications

• Bachelor's Degree AND 5+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.
• 4+ years of experience managing cross-functional and/or cross-team projects.
• 1+ year(s) of experience reading and/or writing code (e.g., sample documentation, product demos).
• 2+ years of broad experience in cyber security or intelligence.
• Demonstrable knowledge and experience with business management systems (Azure Dev Ops, Dynamics 365) and data analysis systems (Power BI, Azure Data Explorer, Kusto Query Language, Tableau, Grafana, etc.).
• Proven ability to synthesize complex technical and business information, create clarity across diverse groups, and drive alignment toward a common objective.
• Written and verbal communication skills, with the ability to effectively interact with analysts, engineering teams, leadership, and stakeholders.
• Ability to work independently and as part of a team in an agile and rapidly evolving environment.
• Willingness to learn new approaches to work (with new systems, AI, processes, etc.).

Benefits

• Technical Program Management IC3 - The typical base pay range for this role across the U.S. is USD $102,100 - $202,200 per year.
• There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $133,800 - $219,200 per year.
