PARKS, FACILITIES AND MAINTENANCE MANAGER JOB DESCRIPTION

POSITION SUMMARY

Under the general direction of the Director of Parks, Recreation, and Facilities, the Parks, Facilities and Maintenance Manager oversees and directs the comprehensive maintenance, condition, operations, and asset management of New Territory’s parks, park amenities, sports complex, pool facilities, open spaces, and The Club at New Territory. This position manages preventive maintenance programs, administers key service and contractor agreements, oversees capital improvement and asset renewal projects, and utilizes maintenance management technology to optimize community assets. The Parks, Facilities and Maintenance Manager leads, trains, and develops maintenance personnel while exemplifying superior customer service, operational efficiency, community stewardship, and NTRCA’s Standards of Excellence.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Park & Facility Operations: Provide strategic and operational direction for park maintenance planning, daily grounds upkeep, sports complex operations, recreation facilities, and maintenance-related construction activities. Prepare and implement departmental work plans aligned with the Association’s mission, goals, adopted policies, approved budget, and Standards of Excellence. Contract & Vendor Management: Oversee and administer major maintenance service contracts, including landscape maintenance, commercial tree care, lake management, irrigation services, and specialized structural repairs; evaluate contractor performance against established service levels, scope requirements, quality expectations, and industry benchmarks. Asset Management & PM Programs: Develop, implement, and evaluate a robust preventive maintenance (PM) program for all community amenities, structural facilities, vehicle fleet, and mechanical equipment to minimize downtime, ensure safety, and extend asset lifecycle. Evaluate maintenance program effectiveness against service standards, budget performance, and asset condition. Technology & Work Order Administration: Fully leverage Work Order / Asset Management Systems to schedule work, issue and close work orders, monitor equipment lifecycles, and maintain real-time inventory control. Quality Assurance & Inspections: Conduct regular, systematic site and safety inspections of parks, playgrounds, trails, and facility buildings to ensure all completed work adheres strictly to organizational, environmental, ADA, and industry safety standards. Personnel Leadership & Development: Participate in the recruitment, interviewing, and selection of full-time, part-time, and seasonal maintenance staff; train, supervise, and evaluate staff performance. Establish ongoing safety, technical, and customer service training programs to cultivate a high-performing team. Budgeting & Fiscal Stewardship: Prepare, justify, and actively manage complex operational and maintenance budgets aligned with NTRCA strategic priorities; monitor expenditures, reconcile variances, and prepare detailed cost justifications. Capital Improvement & Asset Renewal: Collaborate in the planning, development, and execution of approved Capital Reserve and Capital Improvement Projects (CIP) to deliver safe, aesthetically pleasing, and highly functional community infrastructure. Assist with the coordination and monitoring of project scope, schedule, budget, contractor performance, and project completion. Procurement & Contract Development: Develop scopes of work and coordinate requests for proposals (RFPs); administer and monitor approved service, maintenance, and construction agreements in accordance with NTRCA procurement policies and delegated authority. Stakeholder & Community Engagement: Communicate operational schedules, project updates, and resource allocations effectively to staff, leadership, committees, and residents. Cultivate positive relationships with community workgroups and partner organizations. Emergency Response & Special Events: Coordinate departmental logistics, facility readiness, and grounds support for community-wide special events; participate in severe weather and facility emergency preparedness and response activities. General Responsibilities: Perform related duties and special projects as assigned by the Director of Parks, Recreation, and Facilities.

PHYSICAL DEMANDS & WORK ENVIRONMENT

Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this position, the employee is regularly required to stand, walk, traverse uneven terrain across parks and facilities, reach with hands and arms, climb, balance, stoop, kneel, and crouch. The employee must frequently lift and/or move items up to 30 pounds and occasionally lift and/or move items up to 50 pounds. Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Work Environment: Work is split between an indoor office environment and outdoor community environments. Outdoor field work exposes the employee to varying South Texas weather conditions (including high heat, humidity, rain, and cold), mechanical equipment noise, dust, and chemicals. The indoor environment involves frequent resident and staff interactions, high foot traffic, and moderate-to-high noise levels. WORK SCHEDULE & COMPENSATION

Work Schedule: This is a full-time, exempt professional position requiring a minimum of 40 hours per week. Due to operational facility oversight, community events, and seasonal schedules, the employee must possess schedule flexibility across operating hours (facility operations range from 5:30 AM to 9:30 PM, Monday through Sunday), including periodic weekend, evening, holiday coverage, and emergency response. As an exempt professional under the Fair Labor Standards Act (FLSA), this position is not eligible for overtime compensation. Compensation & Benefits: The hiring salary range is $75,000 – $85,000 annually, commensurate with qualifications and relevant experience. Semi-monthly payroll is administered on the 15th and last business day of each month. QUALIFICATIONS & REQUIREMENTS

Education & Experience: Bachelor's degree from an accredited four-year college or university in Parks and Recreation Management, Public Administration, Facilities Management, Construction Management, Landscape Architecture, Horticulture, or a closely related field. Minimum of five (5) years of progressively responsible professional experience in parks, grounds, or facility maintenance operations, including at least two (2) years in a direct supervisory or project leadership capacity. An equivalent combination of relevant education, specialized technical training, and extensive leadership experience may be considered in lieu of the formal degree. Licenses & Certifications: Valid State of Texas Driver's License with an acceptable driving record (Required). Certified Playground Safety Inspector (CPSI) (Preferred or ability to obtain within 12 months).

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of: Principles, practices, and modern techniques of municipal/HOA parks administration, facility maintenance, and public grounds management. Contract administration, contractor oversight, vendor management, and public/private procurement processes. Work order systems, work order lifecycle tracking, and preventive maintenance methodologies. Budget preparation, operational financial management, and resource allocation. Supervisory principles, employee motivation, performance appraisal methods, and safety training programs. Ability to: Communicate clearly, diplomatically, and effectively in both oral and written formats with residents, contractors, staff, and leadership. Assemble, guide, and motivate cohesive operational teams and multi-stakeholder project workgroups. Analyze operational data, identify systemic facility maintenance challenges, and execute cost-effective, durable solutions. Prepare comprehensive technical reports, scope documents, feasibility analyses, and budget justifications. Manage multiple priorities, projects, and urgent operational demands concurrently under minimal supervision.
