Senior Specialist, Program ManagementL3Harris is seeking a qualified Telecommunications Project Manager. The Project Manager is responsible for successful quality and timely delivery of Telecommunications solutions through effective application of project management principles and industry best practices. The position will communicate across a wide range of internal stakeholders, including field personnel, engineering teams, finance, program management and external stakeholders such as telecommunications partners, customer field teams and program management.Essential Functions:Order and track delivery of telecommunication products, services and special projectsBuilds and maintains relationships with vendor personnel responsible for implementing orders and projectsLiaison to telecommunication partner delivery team resolving administrative and/or technical issues during order implementationMaintains and provides data analysis of order lifecycle ensuring data integrity and accuracyMaintain all electronic data and critical project documentation within databases/software toolsCreates and provides metrics/performance data and for use in program management reviewsCollaborate with engineering and field teams to ensure orders are delivered within expected intervalsReview project work plans, proposals, and schedules, and obtain management/customer approvalsMonitor and schedule activities with stakeholders required to implement all delivery and construction activitiesLead teams through the successful completion of small to large projects while managing more than one project at a timeCommunicate project plans internally and externally. Agree and execute on priorities and communicate key milestonesSchedule and facilitate project meetings required to successfully coordinate work activityContribute to continued improvement of processes by analyzing key performance indicators (KPIs), and driving continuous improvement through lessons learnedTechnical Skills:Expert knowledge of telecommunications carrier ordering systems and delivery practicesExpert knowledge of civil construction processes, means and methods, relevant rules, regulations, quality standards and public right of way permittingExpert understanding of telecommunications carrier LEC/CLEC & IXC network topologies including:Network Transport/Access equipment installation, test & turnup, additions, removals, provisioning and acceptance testing of systemsService/circuit delivery systems (E.G. Access infrastructure (Fiber/Wireless), DC Power Systems etc.) including installation, test & turnup, additions, replacements and removalsQualifications:Bachelor's Degree in construction management, or a related field, and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.Ability to obtain and maintain a Public TrustPreferred Additional Skills:Exceptional written and oral communication skills, including experience making presentations to senior management and customersExceptional interpersonal skills; the ability to work well with people from many different disciplines with varying degrees of technical experience; competence in clear, concise and tactful communication with senior management, peers and staffStrategic, conceptual analytical thinking and decision-making skillsAdaptability and flexibility including the ability to manage deadline pressure, ambiguity and changeProficiency with computer office productivity (i.e. MS Office) and project management software toolsDetail oriented with ability to manage multiple priorities and meet deadlinesFamiliarity reading drawings and specifications
