Talent Acquisition Specialist
The Administration for Children's Services (ACS) protects and promotes the safety and well-being of New York City's children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency's Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing childcare assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care. Under general direction of the Talent Acquisition Unit Management, the Talent Acquisition Specialist is responsible for managing full-cycle recruitment for civil service and non-competitive agency roles, focusing on attracting high-quality, diverse talent to meet agency-wide staffing goals. Prepare and post vacancy announcements; receipt, evaluation, screening, and referral of qualified applicants for agency vacancies; make employment offers and complete all pre-employment requirements. Notify applicants who are not successful; review and evaluate pre-employment screening and testing results; speak at public information sessions and participate in job fairs and other recruitment events. Perform other related duties as assigned. Responsibilities of the Talent Acquisition Specialist include but are not limited to, the following:
Recruitment
- Screens applications and selects qualified candidates.
- Attends and participates in college job fairs and recruiting sessions.
- Maintains and ensures compliance with applicable equal employment opportunity (EEO) and related employment laws and regulations.
- Collaborates with hiring managers to understand the needs and roles to be filled; reviews job descriptions for vacancies.
- Identifies the most effective methods for recruiting and attracting candidates.
- Identifies appropriate candidates and assesses their qualifications through review of their resumes, interviews, and other forms of communications.
- Maintains contact with candidates to keep them apprised of the status of their applications.
- Drafts and publicizes recruitment efforts in appropriate and relevant places that may include online sources such as LinkedIn, and educational and professional journals and publications.
Community Outreach and Engagement
- Organizes community outreach programs and coordinates special events that will influence public opinion or promote employment opportunities, civil service examination process, or hiring process of the agency
- Attends community job/career or resource fairs to build relationships with community members. Distributes flyers, brochures, or other informational documents to inform members of a targeted community. Collect information from individuals to compile statistics about the general background of community members.
- Meet with job seekers to understand interests, skills, abilities, and education.
- Conducts group information session presentations for and/or pre-employment screening with community members regarding civil service examination process and agency career options.
Human Resource Information System (HRIS)
- Manage the flow of applications within the HRIS system, reviewing resumes, screening candidates based on pre-defined criteria, and updating their status within the system.
- Manage the flow of candidates through the recruitment pipeline within the HRIS, including updating candidate status and tracking progress through different stages of the hiring process.
- Ensure all candidate information is accurately updated and stored within the HRIS.
- Enter new hire information into the HRIS to initiate the onboarding process.
Customer Service & Email Support
- Performs customer service functions by answering frequently asked questions from applicants and employees relative to standard policies, hiring process, civil service examination processes, etc. refers more complex questions to appropriate HR staff or unit management.
- Serve as the primary point of contact for the recruitment email inbox managing incoming mail, responding to incoming email queries within 48-hour timeframes.
- Organize, file, and tag emails for easy searching for reference and record keeping.
Civil Service Administration
- Facilitates the flow of candidate interviews at hiring pools to ensure positions are filled in compliance with all applicable Civil Service laws and NYC Children rules and regulations.
- Reconcile hiring pool documents to prepares dispositions required to document the status of each candidate and the overall results of each hiring pool.
- Assists with quality assurance reviews of scanned files and data base entries to ensure accuracy and completeness.
- Assists with preparing summary reports, metrics and memos regarding civil service hiring pools
Administrative Compliance
- Maintains accurate and up-to-date human resource files, records, and documentation.
- Maintains the integrity and confidentiality of human resource files and records.
- Assists with preparation of talent acquisition reports.

- Willingness to travel extensively on recruiting assignments
- Working understanding of human resource principles, practices and procedures.
- Thorough understanding of recruiting methods and best practices, as well as applicable policies and federal, state, and local employment laws and regulations.
- Ability to build positive relationships with college officials and others in related communities
- Ability to create and implement sourcing strategies for recruitment for a variety of roles.
- Ability to create effective recruitment materials in a variety of formats.
- Ability to effectively communicate with a diverse population and establish trust
- Ability to function well in a high-paced and at times stressful environment.
- Ability to keep information confidential.
- Ability to moderate large groups.
- Ability to work independently.
Minimum Qualifications
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or 2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
Preferred Skills
- Bachelor's degree in Human Resource Management, Public Administration, Business Administration, Psychology, Communications, and Organizational Leadership, or related field preferred - At least three years of human resources or related experience preferred. Physical Requirements: - Prolonged periods of sitting at a desk and working on a computer - Must be able to lift up to 20 lbs. at times. - Must be able to travel extensively on recruiting assignments on a weekly basis and may be required to work evenings and weekends. Travel Required: - The person in this position will be participating in events across all five boroughs, using public transportation.
Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
