Summary About the Position: The incumbent will serve as the U.S. Army Corps of Engineers Inland Electronic Navigational Chart Program Geographer within the U.S. Army Geospatial Center Survey Engineering and Mapping Technical Center of Expertise. Management may select from any grade level advertised in this announcement. If selecting at a lower grade level, the selectee may be eligible for promotion to the full performance level without further competition. Responsibilities Serve as the U.S. Army Corps of Engineers (USACE) Inland Electronic Navigational Chart (IENC) Program Geographer within the U.S. Army Geospatial Center (AGC) Survey Engineering and Mapping Technical Center of Expertise. Coordinates with USCG personnel in the development of chart data products for placement of AtoNs and methods of data transfer between agencies. Participates in interagency meetings and workshops. Supports collection of waterway geospatial data among all districts for the charting of waterway conditions. Executes the production, maintenance and distribution of navigational chart products based on IHO S-57-based Inland Electronic Navigational Chart (IENC) standards. Solves problems requiring versatility and innovation in adapting, modifying, or extending Engineering Manuals, guides, criteria, or normal field practices. Advises District managers and helps employ navigation information services capabilities available for specific field needs. Additional information about transcripts is in this document. Basic Requirement for Geographer: A. Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized experience for GS-12 is defined as one year of experience which includes: 1) Developing Inland Electronic Navigational Charts (IENC) using established geospatial standards, specifications, and production requirements; 2) Analyzing geospatial and hydrographic data to support the development and maintenance of electronic navigational chart products; 3) Applying geospatial standards and technical guidance to evaluate navigation chart data for accuracy, completeness, and compliance; 4) Utilizing geospatial tools and technologies to support the production, update, and quality control of electronic navigational chart products; and 5) Providing technical recommendations and support related to geospatial data and navigation information used in inland waterway operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized experience for GS-13 is defined as one year of experience which includes: 1) Developing Inland Electronic Navigational Charts (IENC) using established geospatial standards and specifications; 2) Analyzing geospatial and hydrographic data to produce accurate electronic navigational chart products for inland waterways; 3) Evaluating navigation chart requirements to ensure compliance with established geospatial standards and program guidance; 4) Implementing geospatial solutions to improve the production and maintenance of electronic navigational chart products; and 5) Advising program officials on geospatial technologies and navigation information to support inland waterway operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
