Assistant Community Manager The Assistant Community Manager is responsible for overseeing, under the supervision of the Community Manager, the everyday operations and financial functions of the housing community. The role includes delinquency and collection of rent, and managing all phases of operations, including personnel, leasing, maintenance, financial, administration, and risk management in the absence of the Community Manager. Experience & Qualifications Minimum of 1 year experience with affordable housing programs, including LIHTC, HUD (Project Based Section 8, Section 236, PRAC, 811 PRA, USDA Rural Development (515), HCD, HOME Funds and Bonds). Affordable Housing Accreditation (HCCP, HCP‑E, COS, BOS, TCS, CPO) or other applicable designations in affordable programs are preferred but not required. High School Diploma or Equivalent; Bachelor’s degree preferred or two years experience in the housing industry; or one to two years related experience and/or training; or equivalent combination of education and experience. Ability to understand and perform all onsite software functions; basic computer skills required. Basic knowledge of Fair Housing Laws and OSHA requirements. Duties & Responsibilities Financial Management Post all payments and income received from applicants, current residents, and non‑current residents accurately, timely, and efficiently. Process and reconcile daily account receivables. Monitor and follow up on bad debt, including preparation of late notices, resident and guarantor contact, and filing evictions. Help the property meet budgeted revenues, expenses, and Net Operating Income. Post all charges to resident and non‑current resident accounts, including bill back of utilities where applicable. Complete all end‑of‑month closing procedures and reporting. Maintain accurate and organized records; audit resident files to ensure accuracy. Walk units and post all move‑out charges, statements, and security deposit refunds. Personnel Management Regular/daily onsite attendance is required. Screen, hire, train, coach, and develop onsite staff using consistent techniques and company directives. Ensure staff effectiveness through ongoing training, coaching, counseling, and guidance in compliance with company benchmarks. Promote harmony and quality job performance of staff through support and effective leadership. Ensure staff compliance with company policies and procedures. Implement leasing management practices: effective techniques for closing, follow‑up procedures, signing/documentation of leases, accurate reporting systems. Implement marketing strategies and systems put in place by the annual marketing plan. Handle resident complaints, concerns, and requests to ensure resident satisfaction. Develop and implement resident retention programs (e.g., resident functions, special promotions, monthly newsletter). Effectively show, lease, and move in prospective residents. Administrative Management Manage excellent customer service and monitor service request turnaround and responsiveness of maintenance staff. Maintain property appearance and ensure repairs are noted and completed on a timely basis. Assist with supervision of all business functions related to operations. Plan for and utilize property resources, equipment, and supplies economically, including obtaining bids and pricing from vendors, suppliers, and contractors. Physical Requirements Regularly remain in a stationary position, often standing or sitting for prolonged periods; communicate with others; repeat wrist, hand, and finger motions; assess accuracy, neatness, and thoroughness of work. Frequently move about to accomplish tasks or transfer from one worksite to another. Occasionally ascend/descend ladders, stairs, scaffolding, ramps, step stools; work in tight and confined spaces; work overhead; adjust or move objects up to 25 lbs.; lift and place objects up to 25 lbs.; operate machinery or power tools; operate motor vehicles and/or golf carts; identify and inspect objects; work overtime, weekends, night hours; operate in small or enclosed spaces; traverse flat and non‑flat terrain; work in extremely low or high temperatures; work outdoors in precipitation and wind; be exposed to hazardous chemicals.
