About GCPD The Gulf Coast Protection District (GCPD) is a special-purpose district created by the Texas Legislature under S.B. 1160, 87th Regular Session, to serve as the non-federal sponsor for the Sabine Pass to Galveston Bay (S2G) and Coastal Texas (CTX) coastal storm risk management projects. Partnering with the U.S. Army Corps of Engineers on a 65/35 federal-to-local cost-share, GCPD is responsible for managing nearly $1 billion in state appropriations and coordinating one of the largest coastal infrastructure programs in the nation, protecting millions of people and billions of dollars of assets along the Texas Gulf Coast. GCPD is a small, high-impact organization with a lean professional staff. Every team member plays a meaningful role in delivering a historically significant public infrastructure program. Position Summary GCPD seeks an experienced governmental accountant with demonstrated expertise in federal and state grant compliance to join its Budget, Accounting, and Reporting team. This position is responsible for the financial management, reimbursement, and compliance functions as well as financial tracking of GCPD’s Work‑In‑Kind (WIK) contributions under its USACE Project Partnership Agreements. This is a specialized role requiring familiarity with grant management standards, GAAP and GASB for governmental entities, fund accounting, and cost allowability principles. The successful candidate will be detail-oriented, comfortable working in a dynamic project environment, and capable of managing complex multi‑source funding relationships. Essential Duties and Responsibilities Grant Accounting and Reimbursement Prepare and submit advance funding requests and reimbursement requests, ensuring compliance with applicable agreement terms, federal and state cost standards, and documentation requirements. Perform monthly reconciliation of advance funds received, costs incurred, and advance balances; prepare and submit annual reconciliations within required deadlines. Coordinate with the CFO to prepare and submit monthly compliance reports. Assist in monitoring the administrative cost cap; track cumulative administrative expenditures and alert CFO when approaching threshold limits. USACE Work-In-Kind (WIK) Cost Tracking Maintain project-level cost accounting for all WIK activities by agreement in accordance with USACE ER 1165‑2‑208 documentation requirements. Assemble and maintain WIK cost documentation packages. Coordinate with the WIK Accounting Manager to prepare periodic WIK credit submissions to USACE to be applied towards GCPD’s Non‑Federal Share. Track WIK expenditures by cost category and alert the CFO and Chief Program Manager of any scope, cost, or credit eligibility concerns. Financial Management and Reporting Maintain GCPD’s general ledger and fund accounting records in compliance with GAAP and GASB for governmental entities. Prepare journal entries, account reconciliations, and month-end close procedures. Process accounts payable, employee expense reimbursements; verify coding, documentation, and budget availability before payment. Maintain the District’s Investment Policy compliance records and assist with Quarterly Investment Report. Assist the CFO with preparation of the annual budget and financial statements. Support the annual external audit; prepare audit schedules, workpapers, and documentation in response to auditor requests. Credit Card and Expense Compliance Administer the District credit card program according to the District’s Credit Card Policy. Review and process travel expense reimbursements in accordance with the District’s Travel Policy. Flag non‑compliant submissions and work with employees to resolve documentation deficiencies. Compliance and Internal Controls Maintain familiarity with and apply federal and state grant management cost allowability and documentation standards. Support the District’s fraud reporting and internal controls framework. Assist in maintaining audit‑ready grant files for subscribed record retention period. Assist the CFO in responding to all monitoring inquiries and preparing supporting documentation for desk reviews. Minimum Qualifications Bachelor’s degree in Accounting, Finance, Public Administration, or closely related field. Minimum three (3) years of professional-level accounting experience in governmental, public sector, or grant‑funded environment. Demonstrated experience with federal and state grant accounting, reimbursement requests, and grant compliance reporting. Working knowledge of GAAP and GASB for governmental entities, including fund accounting principles. Proficiency in Microsoft Excel, including reconciliation workbooks and financial analysis. Strong written and verbal communication skills; ability to clearly explain financial information to non-financial staff. Preferred Qualifications Experience with federal and state grant management standards or similar frameworks. Experience supporting USACE non-federal sponsor financial obligations, cost-share accounting, or infrastructure project accounting. Familiarity with state agency accounting and grant reimbursement processes. CPA license or active progress toward CPA licensure. Experience with Oracle NetSuite, QuickBooks, or comparable ERP/accounting systems. Experience with Share Point, Share File, or comparable document management systems for financial record-keeping. Knowledge of Texas Water Code financial management requirements for water districts. Conditions of Employment Employment is contingent upon successful completion of a comprehensive background screening, including criminal history, employment verification, and education verification.
