PROGRAM ANALYST

Summary You will serve as a PROGRAM ANALYST in the C-Suite under the Chief Acquisition Officer (CAO) of Portfolio Acquisition Executive-Marine Corps. Responsibilities You will perform detailed research to gather and organize information for projects, prepare and coordinate required program documentation, track progress toward milestones, and advise leaders on process improvements and practical solutions. You will manage project planning by maintaining schedules, coordinating activities across internal and external organizations, developing performance measures, reporting project status, and supporting effective budget planning and resource tracking. You will develop contractual documentation, guide assigned tasks, provide oversight for project activities, prepare cost estimates and financial assessments, and help ensure work remains aligned with approved plans and organizational priorities. You will analyze complex functional and technical issues, transform detailed findings into clear written and verbal presentations, develop reliable evaluation methods, and maintain meaningful performance data that supports informed decisions. You will prepare and deliver detailed briefings for senior leaders, present well supported recommendations, coordinate meetings and decision activities, identify emerging issues early, and help resolve concerns before they become larger problems. You will evaluate programs, management systems, and organizational functions using advanced analytical methods, determine whether objectives are being achieved, recommend improvements, and strengthen management controls through careful analysis. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NH-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Expert knowledge and skill in the Defense Acquisition System. Includes knowledge of key activities and documentation requirements of each phase of the acquisition life cycle for all categories of programs; supporting and/or managing a project/program through its acquisition life cycle. - Expert knowledge and skill to achieve expressed goals and objectives of the program through interaction and coordination in a team environment, to include consistent interface with higher headquarters, including establishing positive working relationships with peers and subordinates as well as superiors both internal and external to the program. - Knowledge and skill executing the DoD planning, programming, budgeting and execution system Additional qualification information can be found from the following Office of Personnel Management web site: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). This critical position serves as a program analyst on the Chief Acquisition Officer's team within the PAE-MC C-Suite and supports CAO functions to align and rapidly deliver combat capabilities. Conducts high-level program reviews to mitigate acquisition risks and arm PAE leadership with decisive, combat-relevant data for rapid decisions.
