About DTMB Department of Technology, Management and Budget (DTMB) supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems. About the position This position serves as a first line manager of IT resources and activities to ensure that the objectives and goals of the Michigan Department of Technology and Budget supporting the Office of Retirement Services are accomplished. The unit primarily supports the retirement management systems: Clarety, miAccount, and Employer Reporting. The primary users of the applications are state and public‑school employees, state police, judges, and National Guard members. Responsibilities Supervise and mentor staff, foster staff development, and provide ongoing project and operational support. Prioritize department‑wide development initiatives and manage resource allocation across state and contracted personnel. Coordinate and direct daily activities such as scheduling assignments, setting priorities, and ensuring effective delivery while promoting Agile methodologies and supporting DevSecOps adoption. Build and maintain strong relationships with clients and internal DTMB partners. Participate in Agile stand‑ups and collaborate with end‑users to understand needs, business requirements, and validate user stories. Verify that IT solutions comply with ADA and State of Michigan security requirements. Contribute to application development and implementation activities, assisting the Office of Retirement Services in meeting quality, security, accessibility, and availability standards. Education Bachelor’s degree with at least 21 semester (32 term) credits in one or a combination of computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management, or mathematics. Experience Three years of professional experience equivalent to an IT Infrastructure, Programmer/Analyst, or IT Project Coordinator P11, or one year equivalent to IT Infrastructure, Programmer/Analyst, or IT Project Coordinator 12. Three years of experience as a computer programming supervisor or IT supervisor may substitute for the education and experience.
