Human Resources Specialist (Recruitment and Placement)

Summary About the Position: Serves as an HR Specialist performing operational assignments in CHRA. CHRA is responsible for operational HR effectiveness worldwide to include establishing and maintaining standards and measurements, total quality management, organizational development and workforce utilization for the Army's delivery of civilian personnel administrative services. - Submit requisitions into automated systems to clear special programs in the recruitment process.
- Work with HR systems such as USA Staffing, Fully Automated System for Classification (FASCLASS), Defense Civilian Personnel Data System (DCPDS), Employee Management Processing and Recruitment System (EMPReS), etc., to process personnel actions.
- Use the Defense Civilian Personnel Data System (DCPDS) automated system to build applicant records and code actions.
- Utilize published Federal, Department of War, or local pay setting guides in order to set pay correctly in a variety of situations.
- Inform your Lead and/or manager of a significant problem regarding an Human Resources (HR) process and work together to find an optimal solution.
- Provide Human Resources guidance to management to assist with staffing actions.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

- This position may be filled at any of the duty locations listed. Duty location is negotiable after selection from among the listed locations.
- Salary includes applicable locality pay or Local Market Supplement.
- If selected for an Alaska duty location, salary will include a 32.36% locality payment. In addition, a cost of living allowance (COLA) of 1.49% is currently authorized for Alaska positions, subject to change.
- Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
- Recruitment Incentive or Relocation Incentive is not authorized.
- This position has promotion potential to the GS-11 grade through the intermediate GS-09 grade once all training, eligibility, and qualifications for promotion at each grade level are met.
