The purpose of the Contract Performance Monitoring Unit (CPMU), a unit within the Procurement and Contracts Section (PCS) is to implement and oversee the Financial Risk Management System (FRMS) and Contract Monitoring in the department. The unit serves to assist Division staff in contract performance monitoring activities and implementation of the standardized monitoring practices and procedures. The unit monitors LPHAs risk levels, conducts risk assessments and communicates information resulting from assessments and monitoring to Division staff to ensure contracts and purchase orders are monitored at an appropriate level.
This position is staff authority over the oversight, implementation, and administration of the department's standardized Contract Monitoring Program, as required by the department's Contract Monitoring Policy 13.5 This position is responsible for implementing and overseeing a department-wide, standardized process for risk-based contract monitoring. As such, this position acts as a Departmental staff authority in the area of contract monitoring compliance. Duties include: implementation and evaluation of a contracting monitoring compliance program; providing technical assistance in the development of contract monitoring plans in conjunction with appropriate department staff (e.g., business unit, technical and project management staff, financial staff, purchasing and contracting staff). This position provides direction to programs regarding contractor performance and determining the appropriate escalation for non-compliance. This position conducts compliance reviews to ensure the program is adhered to by division monitoring staff. This position assesses need, determines the necessary support and produces guidance materials that align with the monitoring standards

Minimum Qualifications:
NOTE: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience. Experience Only: Seven (7) years of relevant experience in contract monitoring, audits, program evaluation, or contract development.
OR
Education and Experience: A combination of related education in contract management, business administration, public administration, or a closely-related field and/or relevant experience in contract monitoring, audits, program evaluation, or contract development equal to seven (7) years
Preferred Qualifications:
- Contract management experience
- Demonstrated working knowledge of federal and state laws, rules and regulations, including Office of Management and Budget circulars
- Experience in project or program management
- Experience in training and/or providing technical assistance to diverse stakeholders
- Experience in creating and developing training and resource materials
- Outstanding skills and abilities in verbal and written communications to audiences of varying levels within an organization, in groups and individual settings
- Demonstrated ability to establish collaborative partnerships and effective working relationships with a variety of internal customers
- Strong interpersonal skills with the ability to collaborate effectively across programs and disciplines
