Health System Specialist

VETERANS HEALTH ADMINISTRATION

Summary

The selected candidate serves as a Health Systems Specialist Health Professions Education (HPE) Specialist. This position supports the Designated Education Officer (DEO) and HPE management for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by health professions trainees (HPTs) at the VA medical facility.

Duties

Help

Health System Specialist duties consist of but are not limited to the following:

  • Prepares data and information for executive-level briefings, reports, and other documents used for official reporting.
  • Provides complex coordination across clinical and administrative service lines for process improvements to the on and offboarding processes of new healthcare professional trainess.
  • Ensures timely completion of multiple, complex processes and activities to prevent inefficiencies or delays in patient care, clinic productivity, and educational opportunities.
  • Troubleshoots individual problems, analyzes systems issues, develops and presents solutions for program and system efficiency.
  • Analyzes on and off boarding process for efficacy and efficiency.
  • Maintains various databases information pertaining to healthcare professionals and their trainings, security background, academic programs, authorization and licensure.
  • Exercises initiative collaborates with an interprofessional team of personnel and prioritizes complex and competing priorities.
  • Maintains ongoing communications with academic affiliates and program leaders to promote academic mission, establish/maintain affiliation agreements, and communicate priorities and program requirements.
  • Uses information management and analysis software, including spreadsheets, online portals, other data, graphics, presentations, and flowcharting software.
  • Recommend implementation and leads process improvements for effective organizational process changes and office operations.
  • Analyzes and synthesizes data from diverse data systems/sources to cross check, validate and present accurate and relevant information.
  • Utilizes qualitative and/or quantitative data mining methods for the assessment and improvement of business processes.
  • Performs other related duties as assigned.

Work Schedule: Monday-Friday 8:00am-4:30pm

Telework: This position may be authorized for ADHOC Telework. Telework eligibility will be discussed during the interview process.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirements

Undergraduate and Graduate Education: Major study hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR,

Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

You may qualify based on your experience and/or education as described below:

GS-09 Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist. GS-671-09, Specialized experience include :

  1. Apply knowledge of management and organization principles to support administrative operations and business processes.
  2. Maintain organized electronic and paper filing systems to ensure accurate, secure, and readily accessible personnel and departmental records.
  3. Analyze qualitative and quantitative data to assess business process, identify trends, and support process improvements.
OR,

Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education beyond the first year. Note: To combine education with experience only graduate education beyond the first year is creditable. Education cannot be credited without documentation. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. GS-671-11 specialized experience would typically include, but are not limited to:
  1. Prepares data and information for executive-level briefings, reports, and other documents used for official reporting.
  2. Exercises initiative, collaborates across an interprofessional team of personnel, and prioritizes complex and competing priorities.
  3. Maintains ongoing communications with academic affiliates and program leaders to promote academic mission, establish/maintain affiliation agreements, and communicate priorities and program requirements.

Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related . ~OR~

Physical Requirements: The work is primarily sedentary; although, some slight physical effort is required. Accompanying HPTs through the medical site or clinical training site may be required. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Stamina and concentration to meet crucial deadlines is required. The work is performed in a typical office environment located in a health care facility. The work environment involves everyday risks and discomforts that require normal safety precautions. The responsibilities of the position require occasional travel and may subject the position to various resultant environmental changes.
