Job Title: Technical Project Manager (TPM) 4

Duration: Up to 5 years, full-time from start, with possibility of extension/conversion

Location: Remote or working from Duty Station and/or onsite acceptable

Short Summary about Job:

The Technical Project Manager (TPM) 4 is responsible for managing and ensuring timely completion of discrete technical project scope. This role manages technical requirements; defines and oversees project deliverables, budgets, schedules, and risks; and supports or leads the project team in planning, tracking, and executing scope from initiation through turnover. TPM 4 manages project-related activities in alignment with the prime contract and customer National Nuclear Security Administration (NNSA) requirements. Activities are organized into control accounts and subsequent work packages, which define tasks necessary to satisfy programmatic needs. TPM 4 reports to the Project Program Director and is responsible for day-to-day administrative and operational management within an assigned program area, including development, implementation, and evaluation of policies, procedures, and standards; determining program service levels and enhancements; assisting in the development and monitoring of program budgets; and providing technical guidance to project teams, support departments, and matrixed resources. This is a backfill position supporting Major Item of Equipment (MIE) scope. All scope managed by the TPM 4 is performed within a DOE Hazard Category 2, Security Classification 1 facility; therefore, prior nuclear experience is required. The work schedule is primarily 4-10s, adjusted as needed to align with field installation work schedules, and includes on-call and overtime as required. A DOE “Q” security clearance is required and may be obtained after hire; A-Level Access will also be required.

Required Qualifications

• Bachelor’s degree plus a minimum of twelve years of related DOE nuclear experience, or an equivalent combination of education and experience.
• Prior nuclear experience managing project activities within a DOE, NRC, or NNSA Hazard Category 2 type facility.
• Demonstrated ability to manage technical requirements, project deliverables, budgets, schedules, and risks.
• Experience leading or supporting project teams in planning, tracking, and executing scope from initiation through turnover.
• Ability to develop, implement, and evaluate policies, procedures, and standards within an assigned program area.
• Experience assisting in the development and monitoring of program budgets and providing technical guidance to project teams, support departments, and matrixed resources.
• Ability to obtain and maintain a DOE “Q” security clearance (can be obtained after hire) and A-Level Access.
• Ability to work a 4-10 schedule, adjusted as needed to align with field installation work schedules, including on-call and overtime as required.

Preferred Qualifications

• Previous Department of Energy (DOE) or National Nuclear Security Administration (NNSA) experience managing Decontamination & Decommissioning (D&D), construction, testing, and turnover in a nuclear environment.
• Experience with Earned Value Management Systems (EVMS), including serving as a Control Account Manager or equivalent; EVMS Humphreys & Associates certification and Control Account Manager certification (or equal) preferred.
• Experience working under DOE O 413.3B requirements for capital line-item funded projects, particularly with Critical Decisions (CDs) and associated review processes such as the Technical Independent Project Review (TIPR), Independent Cost Estimate (ICE), External Independent Review (EIR), and Annual Project Review (APR).
• Experience in work control, hazard management, radiological or operational activities, and quality assurance within a nuclear environment.
• Experience resolving complex technical and regulatory issues such as Commercial Grade Dedication and Issues Management within an NQA-1 program.

Miscellaneous/Additional Information:

• This position is a backfill supporting Major Item of Equipment (MIE) scope within the project organization.
• Position is remote-friendly; candidates may work remotely, from a duty station, or onsite as acceptable to the program.
• On-call support and overtime should be expected as needed to meet field installation schedules and project deliverables.
• No per diem or relocation assistance is provided.
• Travel may be required as needed based on work location and project assignment; no government or private vehicle driving is expected as part of routine duties.
• Candidates without prior experience managing project activities in a DOE, NRC, or NNSA Hazard Category 2 type facility will not be considered.
