Position Summary / Objective:
KMS Solutions, LLC is seeking a highly motivated individual to serve as program analyst in support to the Navy Program Office for In-Service Strategic Submarines (PMS 396). The focus of this effort is to develop a comprehensive acquisition strategy and assist with development of contract documents to support the modernization and sustainment of the strategic submarine fleet for the Acquisitions Branch, as part of the In-Service Strategic Submarine Program Office (PMS 396), as part of Program Executive Officer (PEO), Strategic Submarines.
The Program Office for Strategic Submarines is responsible for the lifecycle management of OHIO Class submarines, from acquisition and modernization to sustainment and eventual decommissioning. This includes overseeing the development and procurement of new technologies, managing complex logistics and supply chains, and ensuring the fleet remains ready to meet its operational commitments.

- Be responsible for the development of acquisition and contractual aspects of the Acquisition Strategy and coordinating development of technical/logistics aspects in conjunction with the PMS 396 Team.
- Demonstrate experience utilizing Other Transaction Authorities (OTAs) to develop innovative contracting solutions and implement flexible and agile acquisition strategies that minimize traditional bureaucratic delays.
- Be responsible for the development of Post-Award Acquisition documentation and management, Program Management, and Lifecycle Strategy for Contracting Officer utilization.
- Develop a plan for providing the necessary engineering and maintenance execution support to the fleet, including technical assistance, troubleshooting, and the resolution of emergent issues. This will involve coordinating with various engineering and maintenance organizations and ensuring that the necessary expertise is available to support the fleet's operational needs.
- Support the two Trident Refit Facilities (TRFs) located at Naval Base Kitsap in Bangor, Washington, and Naval Submarine Base Kings Bay in Georgia will also be required. These facilities are responsible for the maintenance, repair, and overhaul of the Navy's Ohio-class ballistic missile submarines. The acquisition strategy will require coordination of waterfront activities, ensuring that maintenance execution, modernization, and repair efforts are executed efficiently and effectively.
- Liaise with stakeholders across NAVSEA Organizations and Program Offices, and external stakeholders including the Office of Naval Research, Planning Yard, Public Shipyards and Maintenance facilities, Naval Warfare Centers and Submarine Type Commander (TYCOM) personnel.
Required education and experience:
- Bachelor's Degree in a business or technical field.
- 7 years experience with at least 3 years with the Navy in a submarine support role
- Candidates must possess demonstrated experience utilizing Other Transaction Authorities (OTAs) to develop innovative contracting solutions. This role requires an understanding of how to implement flexible and agile acquisition strategies that minimize traditional bureaucratic delays. A strong background in leveraging OTAs is essential to ensure swift capability delivered to the warfighter, fostering an environment that supports rapid and iterative technology development tailored to dynamic mission requirements.
- Current and emerging shipyard maintenance processes, Submarine systems and supporting documentation (e.g. Technical Manuals, Ship System Manuals (SSMs), Maintenance Standards (MSs)), NAVSEA technical authority and shipyard process and procedures.
- Must be able to communicate effectively and excel in a fast-paced environment.
Preferred education and experience:
- 7 years in related positions within the submarine force or submarine industry.
- Experience briefing senior military and government leadership (admirals/generals/SES).
- Bachelor’s degree. Experience may be qualifying in lieu of a degree.

A Secret Clearance is required.

Position Type/Expected Hours of Work:
The typical workday is eight hours in length, normal hours are 7:30 AM-3:30PM. Some flexibility in hours is allowed, with concurrence from the supervisor. The employee must be available during the “core” work hours of 9:00 a.m. to 3:00 p.m. and must account for the hours in a pay period to maintain full-time status.
Telework:
This position allows for up to 20% telework. However, that may change based on customer requirements.
Travel:
- Ability to travel CONUS; potential to travel OCONUS.
- Travel up to 25% travel may be required to locations including, but not limited to Continental United States, Hawaii, and United Kingdom.
