Psychology Program Manager (Residential Rehabilitation Treatment Program)

Summary This position is eligible for the Education Debt Reduction Program (EDRP) and may receive loan payment reimbursement. Candidates must meet eligibility requirements and submit an EDRP application within four months of appointment. The award amount is up to $200,000 and the eligibility period can be one to five years. Basic Requirements U.S. citizenship. Non‑citizens may be considered only if no qualified citizen is available. Proficiency in spoken and written English. Valid, current, and unrestricted license to practice psychology at the doctoral level in the United States or D.C. Doctoral degree in psychology from an APA, PCSAS, or CPA accredited program, or a doctoral degree in any psychology area plus completion of a re‑specialization program with an approved internship. Completion of a professional psychology internship accredited by APA or CPA, or acceptance by the VA of an equivalent internship. For certain older degrees: a dissertation primarily psychological in nature and a one‑year supervised internship experience, as documented on the official transcript or by a statement from the doctoral program. Experience: At least three years as a professional psychologist, including one year at a GS‑13 equivalent level. Qualifications (KSAs) Organization, prioritization, delegation, and deadline management of work tasks. Knowledge and use of evidence‑based practices, clinical guidelines, and staff training in these tools. Effective interpersonal skills with individuals and groups. Leadership of multidisciplinary teams to achieve program goals and objectives. Development and implementation of management goals into coordinated operations. Monitoring of production, performance priorities, and standards. Problem analysis and solution development for organizational and operational issues. Responsibilities Lead an interdisciplinary team including social workers, vocational rehabilitation specialists, addiction therapists, psychologists, peer specialists, clinical pharmacy practitioners, psychiatric nurse practitioners, and nurses. Direct, administer, and manage all aspects of the Mental Health Residential Rehabilitation Treatment Program (MH RRTP), including comprehensive planning, policy and procedure development, and program implementation. Determine program needs, oversee service quality and quantity, set priorities, and establish short‑ and long‑term goals. Coordinate programming with other program managers and negotiate collaborative agreements. Collaborate with discipline supervisors and provide input in hiring, performance reviews, incentives, and disciplinary actions. Provide clinical consultation on evidence‑based therapeutic practices and clinical guidelines to the clinical staff. Create an inclusive work environment that respects diverse interests and perspectives. Triage and assign referrals systematically and make treatment recommendations. Monitor service delivery to ensure compliance with VA guidelines and standards. Lead ongoing program evaluation and outcome projects, including data‑driven quality assurance, patient treatment outcomes, and satisfaction projects. Oversee completion of evaluation reports and adjustment of clinic scheduling profiles for staff. Approve and certify staff timecards. Hold regular meetings with staff and respond to urgent and emergent situations as needed.
