Business AnalystLocation: Jefferson City, MO 65109 (REMOTE)Duration: 24 months ContractScope of Work: The Client’s HealthNet Division (MHD) is seeking MME PMO Services to support implementations encompassed in the Medicaid Management Information System (MMIS) Modernization effort including the Pharmacy Benefits Administration (PBA) and Prior Authorization (PA) solutions. Client is seeking to include professional expertise in organizational change management (OCM).The purpose of the Client’s Medicaid Program is to purchase and monitor health care services for low-income individuals and vulnerable citizens of the State. The Client is the designated State Medicaid Agency (SMA), and the MO HealthNet Division (MHD) is responsible for administering the Client’s Medicaid Program.The Project Management Services Vendor staff in this job classification are tasked with gathering, documenting, and tracking business requirements; assisting with development and review of system design; identifying, tracking, and documenting action items; developing use and test cases; executing test cases and reviewing test results; monitoring and reporting on testing activities in all project phases; preparing and reviewing system and training documentation; and other duties as outlined below or as necessary to meet the goals and objectives established below. The State anticipates the business analysts will work across project implementations as the PBA and PA Solutions are implemented. The Project Management Services Contractor shall provide two (2) full-time dedicated Business Analysts working directly with the State-employed and Project Management Services Contractor Project Managers as part of the MME-PMO for the duration of the projects. Subsequent MMIS Modernization projects may require additional staffing.Each Business Analyst must have the following:6+ years of experience working within a Medicaid program or a healthcare related field4+ years of experience in the design, development, and /or implementation of a Medicaid, healthcare, and/or data warehouse Application Lifecycle Management (ALM) system in the role of primary business analystDuties of a primary business analyst are not limited to but shall include:Facilitate and document project meetings as needed.Develop use and test cases.Prepare, review, and/or monitor compliance of any or all project artifacts listed in Task 2 below with the defined project methodology.Prepare, execute, monitor and report on testing activities/status in each testing phase.Validate post implementation with requirements traceability matrix and assist with defect identification, tracking, and resolution.Assist in the preparation of training materials.Identify and monitor the completion of action items.Identify and communicate potential project risks and issues for MME PMO review.Prepare and post updated documentation.
