Hiring Agency Veterans Affairs - Agency 28 Location Lincoln, NE Hiring Rate $29.164 Job Description Another exciting new opportunity at the Nebraska Department of Veterans Affairs! Responsibilities Receiving requisitions and preparing purchase orders; contacting vendors and sales representatives for product information. Assisting with contract negotiation and preparation and bid awards. Reviewing vendor quotations to determine conformance to specifications. Preparing requisitions or evaluating requisitions for completeness or appropriateness. Preparing specifications for bidding, requests for information, requests for proposals and related documents for the procurement of services. Taking responsibility for the purchase process, including creating purchase orders, confirming order, and packaging information for payment. This position ensures compliance with state procurement policies and procedures. This position supervises the Procurement Specialist and works closely with the Legal team, Facility Supply teams, and Finance team. Requirements/Qualifications Minimum Qualifications: Bachelor’s degree in business administration, procurement, supply/inventory operations or related field AND three years procurement related experience. Experience can be substituted for education on a year for year basis. Knowledge Skills And Abilities Knowledge of: State purchasing regulations, methods, procedures, and business practices to make purchases involving specialized requirements; solicitation or purchasing methods; price analysis techniques; various procurement clauses; post award procedures. Skill in: analyzing descriptions that have unique aspects and many critical characteristics; maintaining effective work relationships with internal and external entities; researching and evaluating products, services, productivity and processes; writing bid specifications/service contracts; evaluating bids. Ability to: communicate effectively; work independently and prioritize work assignments; develop and enforce purchasing procedures, regulations, and statutes.
