Budget Analyst II / III – Texas Department of Transportation Location: Austin, Texas. Essential Duties Attend work on a regular and predictable schedule in accordance with agency leave policy and perform other duties as assigned. Participate in the preparation of budgetary adjustments and reporting, including monthly financial reports, program and divisional monitoring reports, and other ad‑hoc reporting. Interpret and clarify financial and budget policies and procedures to agency staff. Examine operating budgets to determine whether funds have been appropriately allocated, providing advice and assistance on financial planning and management. Receive, evaluate, and process budget adjustments when needed to revise allocations. Analyze agency expenditures and program trends to prepare legislative appropriations requests, fiscal notes, requests for federal funding, and agency budget instructions. Prepare budgets to provide management with expenditure data, trends, and recommendations. Participate in the development and loading of monthly budget projections, in accordance with established guidelines. Prepare ad hoc reports requested by management, program and budget staff. Monitor, review, and analyze operating budgets to ensure budgeted amounts are aligned to appropriated amounts and that funds are used properly. Review financial and operating budget reports for accuracy and identify areas for more appropriate use of funds. Provide ongoing budget management to ensure financial resources are allocated efficiently and expenditures remain within approved levels. Assist in analysis of expenditure patterns and cost drivers, and make recommendations on use of funds. Perform budget liaison functions with designated agency programs and leadership staff. Perform related work as assigned. Minimum Qualifications Education Bachelor's Degree in Finance, Accounting, Business or a related discipline. Relevant work experience may be substituted for a degree on a year‑per‑year basis. Experience Budget Analyst II: 1 year of experience in budget analysis, forecasting or related work. Full‑time or prorated part‑time experience may satisfy this requirement. Graduate‑level education may be substituted for experience on a year‑per‑year basis. Budget Analyst III: 2 years of experience in budget analysis, forecasting or related work. Full‑time or prorated part‑time experience may satisfy this requirement. Graduate‑level education may be substituted for experience on a year‑per‑year basis. Preferred Qualifications Bachelor's degree in Finance, Accounting, Economics, Business Administration or related fields highly preferred. Competencies Knowledge of accounting, budgetary, and management principles, forecasting methodologies, and automated accounting, budgeting, and forecasting programs. Knowledge of Microsoft Excel, Word, Access, PeopleSoft, CAPPS HR, USAS and/or other financial software. Skill in analyzing financial data. Skill in written and oral communications. Ability to analyze fiscal management information, determine appropriate use of funds, perform statistical analyses, and communicate effectively. Ability to identify and develop budgetary reports and schedules, analyze financial data and develop and present recommendations. Ability to work independently with limited supervision. Ability to prioritize assignments and meet work deadlines. Ability to identify problems, evaluate alternatives, and implement effective solutions. Ability to prepare clear, concise, accurate financial reports and schedules. Physical Requirements Sedentary work: lift up to 10 lbs at a time and occasionally carry files/small tools. Sitting for prolonged periods. Repetitive motions: substantial movements of the wrists, hands, and/or fingers. Close visual acuity – work includes data/figures, computer screen usage, and extensive reading.
