Contract Specialist - DIRECT HIRE.

Responsibilities Exercise responsibility for the procurement of complex contract requirements, including those involving critical or sensitive program efforts and multi‑million dollar funding commitments. Conduct post‑award conferences, monitor and report on contractor performance, resolve performance deficiencies, and manage all required actions for contract termination. Evaluate proposed contract modifications; analyze cost and price proposals; negotiate and prepare contract changes, modifications, and claim settlements. Administer all contracts negotiated, overseeing specialized and often complex administration functions. Perform price/cost analyses, including commercial pricing practice evaluation and analysis of cost and pricing data submitted by offerors to substantiate direct and indirect costs and profit. Qualifications U.S. citizenship and specialized experience that meets the qualification requirements for the position. At least one year of experience equivalent to GS‑12 for GS‑13 level, including interpretation of contract provisions and guidance to contractors and agency officials. Knowledge of Federal Acquisition Regulations, contract types, and negotiation and administration techniques. Understanding of acquisition strategy, integration of acquisition phases, and key program events. Demonstrated oral communication skills with the ability to make clear presentations and listen effectively. Conditions of Employment Direct Hire Authority will be used. Educational Requirements Completion of a four‑year bachelor’s degree in a related field with at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Transcripts must be submitted (official or unofficial) to verify educational qualifications.
