Description

POSITION SUMMARY:This position is responsible for leading the daily operations and staff of the Human Resources department, administering the Bank’s HRIS, managing HR programs, and advancing best practices that support KSB as an employer of choice and promote a culture of learning.

This includes, but is not limited to, recruitment and talent acquisition; orientation and onboarding; compensation, employee benefits, and leave administration; talent engagement and retention; talent development and education; performance management, coaching, and disciplinary matters; employee relations, morale, disputes, and investigations; employment policies and position description maintenance; wellness, workers’ compensation, ergonomics, and occupational health and safety programs; and compliance, reporting, and audit support.

KEY RESPONSIBILITIES:

HR Leadership:

  • Direct daily HR operations to ensure compliance with labor laws and alignment with the Bank’s strategic business plan, policies, procedures, mission, core values, and talent strategy.

  • Support a high-performance culture and strengthen KSB’s position as an employer of choice.

  • Implement best practices that promote a learning culture and support career path development for KSB staff.

  • Oversee daily workflow, project assignments, and staff management within the HR department.

  • Provide support, guidance, coaching, and training to HR staff while monitoring team performance, productivity, work quality, attendance, annual evaluations, goal progress, and completion of strategic business plan tasks.

  • Prepare HR communications to keep KSB staff and the HR team informed of HR initiatives.

HRIS Administration:

  • Serve as the HRIS administrator and optimize system capabilities to strengthen automation, workforce planning, and HR department efficiency.

  • Expand knowledge of HRIS features and tools to increase department usage, train HR staff on system capabilities, and extract data for analysis, tracking, compliance, and reporting.

  • Oversee the biweekly preparation of payroll information and timecards, administer compensation records, and assist employees with payroll-related questions or concerns.

Talent Acquisition:

  • Lead talent acquisition strategies that strengthen the qualified applicant pool and attract a diverse range of candidates.

  • Manage partnerships and new opportunities to support talent recruitment efforts.

  • Assess recruiting needs and support hiring managers through coaching, interview guidance, and selection assistance.

  • Maintain consistent recruitment practices that create a positive candidate experience for external applicants and internal advancement candidates.

  • Oversee student recruitment and manage the learning and engagement activities for KSB’s intern program.

  • Ensure a comprehensive and meaningful new hire orientation and onboarding program is provided.

Compensation:

  • Maintain the Bank’s compensation program and related processes, including salary administration for the Bank’s incentive bonus program.

  • Collect and analyze market compensation data to support competitive pay practices.

  • Assist with data extraction for salary and benefits surveys to evaluate the competitiveness of total compensation.

Employee Benefits:

  • Oversee the administration of employee benefit programs.

  • Ensure effective processes for new hire benefit enrollment, annual open enrollment, and insurance premium invoice processing.

  • Supervise time away and leave benefits, including PTO, Holidays, MEPL, MEPFML, FMLA, STD/LTD programs, and other approved leaves.

  • Manages the 401(k) retirement plan in coordination with the plan administrator, investment consultant, and benefits plan advisory committee.

  • Provide required information to auditors for the annual 401(k) audit.

  • Continuously assess benefits offerings to support best practices and competitive, high-quality programs.

Performance Management:

  • Oversee the annual performance review process for all staff, including 90-day and 180-day reviews for newly hired and promoted employees.

  • Supervise the annual mid-year check-in process for managers and their direct reports.

  • Provide coaching and guidance to department managers and supervisors on performance-related matters.

  • Partner with management on progressive disciplinary matters to support fairness, accountability, and consistent performance expectations.

  • Participate in formal employee counseling meetings, as needed, when progressive discipline is administered.

  • Provide strategic oversight of the Predictive Index process, including job and individual profile assessments, readbacks, team analytics, conflict management, collaboration, and communication effectiveness.

Talent Development:

  • Oversee the talent development function, including compliance training requirements and staff education initiatives.

  • Promote the Bank’s learning culture by encouraging continuous development, knowledge sharing, and professional growth opportunities for staff.

  • Encourage staff participation in educational programs that increase engagement, build skills, and support career growth at KSB.

  • Ensure managers and staff receive appropriate communication and training on new and revised policies.

Employee Relations:

  • Serve as a trusted resource to staff and managers on employee relations matters, providing guidance that supports clear communication, respectful workplace interactions, and consistent application of Bank policies.

  • Manage workplace concerns, disputes, and internal investigations through fair, consistent, confidential, and well-documented processes that support appropriate resolution and organizational accountability.

  • Provide recommendations to the CHRO for review and approval when resolving investigatory matters, including appropriate follow-up actions, documentation, and communication considerations.

  • Manage the employee offboarding and exit process for resignations, retirements, and terminations, ensuring timely coordination, accurate documentation, and a professional employee experience.

Wellness, Safety and Workers Compensation:

  • Partner with HR staff and vendor partners to administer KSB’s Employee Assistance Plan and employee wellness program.

  • Support the development and implementation of ongoing wellness initiatives that encourage staff engagement, healthy choices, and overall well-being.

  • Oversee occupational health, ergonomics, safety, and workers’ compensation processes, including injury reporting by managers and employees, first reports of injury or illness to the workers’ compensation insurance carrier, and coordination of medical or occupational health support for affected staff.

HR Administration:

  • Administer the ongoing review and maintenance of position descriptions as part of the annual performance evaluation process and when posting vacant or newly created positions.

  • Review and maintain HR documents and employment policies in the Personnel Policy Manual; research best practices for new policies and follow established processes for implementing new policies or revising existing policies.

  • Oversee requests for HR information and data needed for compliance, audit, security, and reporting purposes.

  • Support internal and external audit processes by coordinating HR documentation, responding to information requests, and ensuring timely follow-up.

  • Maintain accurate HR records to support compliance, audit readiness, reporting, and record retention requirements.

  • Oversee the tracking, compilation, and reporting of required EEO, affirmative action plan, VETS-100, Bureau of Labor Statistics, and other HR compliance data.

Other:

  • Comply with all Federal and State banking regulations and all Bank and department policies and procedures.

  • Meet or exceed established objectives and standards for the Director of Human Resources position performance.

  • Maintain knowledge of current KSB products and services. Actively utilize as many Bank products and services as possible in order to fully understand their features and benefits and to be able to communicate effectively with customers and prospective customers.

  • Talk to customers and listen for “cues and clues” to determine needs; respond to customer inquiries and evaluate their needs; suggest Bank products/services to customers to meet their needs; make referrals to other Bank personnel as appropriate.

  • Actively participate in community organizations and events. Represent the Bank in the community.

  • Demonstrate reliable attendance and punctuality. Handle telephone inquiries and provide information to vendors and other departments in a professional and courteous manner. Attend and participate in Bank meetings. Attend internal and external training to improve skills and knowledge relevant to this position.

Requirements

EDUCATION/EXPERIENCE REQUIRED:

  • Bachelor’s degree desired and/or equivalent of education and work experience.

  • HRCI and/or SHRM certification preferred. (SPHR/PHR and/or SHRM-SCP/SHRM-CP)

  • 8-10 years progressively more responsible experience as an HR Manager supervising a team and with responsibilities for HRIS administration.

  • Human Resources generalist experience desirable.

  • Predictive Index experience and certification preferred.

  • Computer literate, with specific experience in Microsoft Office for email, word processing, spreadsheet and presentation applications; knowledge of contemporary HRIS systems.

  • Experience with Paylocity HRIS preferred.

OTHER REQUIREMENTS:

  • Must be able to lift files and other documents of approximately 20 pounds.

  • Must be able to read and work with electronic reports.

  • Must be able to stand or sit for extended periods of time while waiting on customers.

  • Must be able to spend extended periods of time operating a computer keyboard and working at a computer monitor.

  • Must be able use the telephone to converse with customers for extended periods of time; must be able to communicate clearly in person, virtually and by telephone; must have good listening ability and skills.

  • Must be able to deal with people in a confidential and professional manner.

  • Must have the ability to prepare and deliver presentations to groups of people.

  • Must have strong written communications skills, including letter and report-writing ability.

  • Must be able to prioritize and organize work flow; must have good attention to detail; must be able to handle multiple tasks.

  • Must have the ability to think through a problem, following proper steps and using independent judgment as appropriate in finding a resolution.

  • Must have a high degree of ethics and maintain confidentiality of customers and accounts.

  • Must be friendly, courteous and sensitive to the needs of customers and coworkers.

Salary Range: Compensation for this position is based on knowledge, skills, experience, and demonstrated competency within the role.
