Our mission is to expand equitable access to mental health services through high-quality virtual care while supporting the clinicians and professionals who make that care possible. Position Summary The Director of Clinical Services serves as the senior clinical leader for Virtual Peace of Mind and is responsible for the strategic leadership, operational oversight, quality assurance, workforce development, and successful delivery of clinical services across the organization. This executive leadership position oversees clinical operations, clinical personnel, quality and compliance, workforce performance, strategic partnerships, program implementation, clinical education, and apprenticeship programming. Serving as the CEO's designee for clinical operations, the Director assumes primary responsibility for the day-to-day leadership of clinical services, clinical personnel, clinical performance, and assigned implementation activities. The Director is expected to independently manage the clinical department, resolve routine operational and personnel matters, maintain accountability for clinical performance, and appropriately elevate matters requiring CEO involvement. This structure allows the CEO to remain focused on organizational strategy, statewide expansion, business development, grants, and executive partnerships. A major priority of this position is the design and implementation of VPM's 16-month clinical apprenticeship program, including development of the weekly curriculum, learning objectives, competencies, training activities, supervision expectations, evaluation tools, and implementation standards. The ideal candidate may be transitioning from a long-term leadership position, returning to the workforce in a different capacity, or intentionally seeking a second-career or next-chapter opportunity that offers meaningful executive responsibility without requiring them to build their own organization from the ground up. This is not a passive, advisory, or ceremonial Director position. VPM is growing, and we need an experienced leader who still enjoys the work of leading and building. The Director will have significant responsibility and decision-making authority for clinical operations, workforce performance, leadership development, program implementation, strategic partnerships, and the systems necessary to support the organization's continued growth. One of the most significant opportunities in this role is the ability to shape the next generation of behavioral health professionals. The Director will lead development of VPM's 16-month clinical apprenticeship framework and help create a structured pathway through which emerging clinicians can learn, develop, and become strong behavioral health professionals. Key Responsibilities Clinical Leadership & Quality Provide executive oversight of clinical quality, service delivery, clinical risk, and regulatory compliance across programs and service lines. Establish and maintain systems for monitoring documentation, treatment planning, client outcomes, clinical performance, and corrective action. Lead quality assurance, performance improvement, and clinical policy development. Supervise, mentor, evaluate, and develop Clinical Supervisors and other clinical leaders. Provide consultation regarding complex, high-risk, or escalated clinical matters. Establish clear clinical performance expectations and maintain accountability across the clinical department. Develop leadership capacity and succession plans that strengthen VPM's long-term clinical leadership infrastructure. Foster a culture of clinical excellence, ethical practice, accountability, collaboration, continuous improvement, and exceptional client care. Clinical Education, Workforce Development & Apprenticeship Design and complete a comprehensive 16-month clinical apprenticeship curriculum, organized by week with defined learning objectives, competencies, instructional content, applied activities, supervision expectations, performance milestones, and required deliverables. Develop the educational infrastructure necessary to operate the program, including facilitator guides, participant materials, training manuals, competency assessments, evaluation tools, progress-tracking systems, and remediation procedures. Build a structured apprenticeship model integrating clinical instruction, supervised practice, documentation proficiency, professional development, organizational orientation, and readiness for increasingly independent clinical responsibilities. Coordinate implementation, delivery, evaluation, and continuous improvement of the apprenticeship program in collaboration with clinical supervisors, organizational leadership, and applicable external partners. Demonstrate measurable weekly progress toward completion of the 16-month apprenticeship framework according to an approved project plan and implementation timeline. Ensure clinical education and apprenticeship programming align with applicable licensure and supervision requirements, evidence-based clinical practices, organizational standards, contractual or funding requirements, and workforce needs. Clinical Operations & Workforce Performance Assume primary responsibility for the effective day-to-day operation of VPM's clinical department. Direct staffing capacity, clinical assignments, supervision structures, clinician availability, escalation processes, and clinical workflows. Collaborate with administrative and human resources leadership on clinician recruitment, selection, onboarding, performance management, corrective action, retention, and workforce planning. Establish and monitor systems for clinical productivity, caseload management, service access, documentation timeliness, and operational performance. Monitor workforce performance and ensure clinicians and clinical leaders meet established organizational expectations. Identify clinical, staffing, and workforce concerns early and take appropriate action to resolve barriers before they negatively affect service delivery. Use clinical, workforce, utilization, and operational data to identify trends, resolve barriers, recommend improvements, and ensure organizational and contractual expectations are achieved. Strategic Partnerships & Program Implementation Serve as VPM's senior clinical liaison with school districts, principals, district administrators, state agencies, healthcare organizations, government entities, referral partners, grant partners, and other strategic stakeholders. Represent VPM in implementation meetings, clinical planning discussions, partnership reviews, service-delivery meetings, and other assigned external engagements. Lead the clinical implementation of new contracts, programs, school districts, grants, and service lines. Ensure timelines, staffing, workflows, communication protocols, and deliverables are established and maintained for assigned implementations. Develop and execute partner‑specific engagement and improvement strategies that strengthen utilization, service access, satisfaction, program performance, and long‑term partnership stability. Address and resolve partner concerns involving clinical services, workforce readiness, program implementation, and service delivery. Represent VPM's clinical expertise professionally and effectively while supporting organizational growth, innovation, and long‑term partnership development. Executive Leadership & Organizational Strategy Serve as a member of VPM's Executive Leadership Team. Participate in organizational planning, strategic decision-making, and the development of scalable clinical systems. Lead assigned strategic initiatives that strengthen clinical quality, organizational efficiency, workforce development, program implementation, and service growth. Use clinical, operational, workforce, partnership, and financial information to provide executive-level reports, recommendations, and corrective‑action plans. Assist with developing and monitoring clinical department budgets, staffing investments, training resources, apprenticeship expenditures, and other assigned organizational resources. Serve as the CEO's designee for day‑to‑day clinical operations, assigned partnership matters, program implementation, and clinical leadership decisions. Collaborate with executive leadership to ensure clinical operations remain aligned with VPM's mission, strategic direction, growth, and organizational priorities. Authority & Decision-Making The Director of Clinical Services is authorized and expected to make day‑to‑day clinical and operational decisions necessary to ensure effective service delivery, workforce performance, program implementation, clinical quality, and partnership responsiveness. The Director exercises independent judgment in supervising clinical personnel, addressing performance concerns, resolving routine operational matters, implementing approved initiatives, establishing clinical workflows, and directing assigned clinical resources. Matters involving contract execution, unapproved financial commitments, executive compensation, significant organizational restructuring, enterprise‑wide policy changes, or other decisions reserved for ownership remain subject to approval by the Chief Executive Officer. Minimum Qualifications Education Master's or Doctoral degree in Counseling, Social Work, Psychology, Marriage & Family Therapy, or a related behavioral health discipline. Licensure & Clinical Supervision Current unrestricted professional license in Virginia (LPC, LCSW, Licensed Clinical Psychologist, LMFT, or equivalent). Board‑approved supervisor status at the time of hire is required. Required Experience Minimum 20 years of progressive clinical experience in behavioral health, mental health, or a closely related clinical environment. Minimum 10 years of Director‑level clinical leadership experience, with responsibility for leading clinical services, departments, programs, or comparable behavioral health operations. Minimum 10 years of experience supervising licensed behavioral health professionals, including responsibility for clinical performance, professional development, accountability, and quality of care. Demonstrated experience directing clinical programs or behavioral health departments. Demonstrated experience supervising, mentoring, and developing clinical leaders and multidisciplinary behavioral health teams. Demonstrated experience managing external partnerships and implementing behavioral health services within school systems, healthcare organizations, government programs, community behavioral health settings, or comparable institutional environments. Experience leading organizational change, developing clinical infrastructure, and implementing complex programs or service lines. Experience developing clinical policies, procedures, quality‑assurance systems, and performance‑improvement initiatives. Experience managing clinicians across multiple programs or service lines. Demonstrated experience designing structured clinical training, professional development, workforce education, apprenticeship, residency, or competency‑based learning programs. Experience managing complex, multi‑phase projects with defined timelines, deliverables, performance measures, and stakeholder accountability. Preferred Qualifications Previous experience as a Clinical Director, Director of Behavioral Health, Director of Clinical Services, or comparable senior clinical leadership role. Experience working with public school districts. Experience managing grant‑funded behavioral health initiatives. Experience scaling behavioral health programs. Experience with telebehavioral health services. Experience developing comprehensive clinical curricula, training academies, apprenticeship programs, or graduate‑level instructional content. Experience with learning management systems, instructional design, adult learning principles, or competency‑based education. Experience developing and managing clinical department budgets. Experience implementing performance dashboards and data‑informed quality‑improvement systems.
