This contract Project Manager 3 (PM) assignment will provide expert project management support and assistance to the Transmission Field Services' (TF) Business Transformation Office organization (TFAB) at *** (BPA). This assignment will provide project management expertise in assisting Federal staff with defining, developing, and implementing TF's strategic goals and business improvement initiatives.

The Business Transformation (TFAB) organization is responsible for the development and implementation of the Transmission Field Services strategic goals and business improvement initiatives. This function is responsible for strategy planning, portfolio management, project management, change management, and business process management. TFAB develops and implements a standardized objectives-based project management approach to ensure reliable and consistent outcomes based on factors such as available resources, cross-functional and portfolio integration requirements, effectiveness of cost and project management controls, and level of effort required for project completion. TFAB provides centralized oversight and management of in-flight projects and coordinates process improvement and program evaluation activities to ensure timely completion within project scope, cost, and schedule.

Provide project management expertise and support and facilitate BPA manager-assigned strategic initiative projects, from beginning to end, providing expert guidance on the PMI-based project management methodology, best practices, and internal skill development as requested by and with guidance from the BPA manager, team lead or other personnel with the authority to do so, including:

• Implement and track the success of TF's Strategic Goals and business improvement initiatives.
• Provide recommendations regarding project expectations, approach, roadmaps, work plans, deliverables and goals.
• Communicate and collaborate with implementing organizations, as well as supporting process and policy owners to facilitate the implementation of TF's strategic goals and business improvement initiatives.
• Identify and draft recommendations for necessary subject matter expertise needed during the project.
• Forecast and recommend appropriate project resources to fulfill project needs; resource recommendations must be submitted to, coordinated with and approved/actioned by appropriate BPA performance managers.
• Collaborate with business units and BPA performance managers to resolve resource allocation issues.
• Recommend an overall roadmap of efforts required to achieve program initiatives and project objectives (see note above).
• Draft project plans & resource strategies required to advance each assigned project / defined effort.
• Alert BPA manager of and obtain appropriate authorization for any potential changes to project, schedule or performance.
• Organize, coordinate and facilitate the work of project team(s) and serve as liaison between business and technical aspects of projects, including recommending project stages and assessing business implications for each stage.
• Monitor progress of assigned projects to track timelines, milestones, deadlines, standards and targets, alerting appropriate BPA manager / personnel of any obstacles or potential delays to project timelines, targets or success; provide corrective action recommendations.
• Coordinate activities for BPA manager-assigned projects that enable goals or objectives to be accomplished within the prescribed time frame and funding parameters, escalating concerns to appropriate BPA manager / personnel.
• Collaborate with BPA manager and internal stakeholders to facilitate the tasks and activities of project team(s) and to properly understand related business needs, dependencies on other initiatives, and how best to effectively deploy end products.
• Address and navigate politically sensitive issues in a collaborative and professional manner, ensuring escalation and guidance from the BPA manager as needed, and deferring all official agency positioning to Federal staff.
• Provide background information, technical input, options and recommendations for project decisions as requested by BPA manager / personnel; work with appropriate parties to facilitate resolution of conflicting team positions.
• Issue project status reports on a regular or as requested basis.
• Maintain consistent communication with project sponsors, performance managers, and clients on the progress of the project vis-a-vis the work plan.
• Collaborate and work with project sponsors and BPA performance managers to remove obstacles impacting timely project completion.
• Develop and report on metrics and outcomes (KPI's, scorecards, dashboard, etc.).
• Draft a final project report, including project "lessons-learned", for appropriate BPA management review and approval / acceptance.

Education & Corresponding Experience (required on matrix) A bachelor's degree in Computer Science, Business Administration or Management, Organizational Development, Engineering (or related discipline) is preferred. With an applicable bachelor's degree, 10 years of experience is required. With a bachelor's degree not in an applicable field, 12 years of experience is required. Without a bachelor's degree, 14 years of experience is required. Experience must include direct work experience in a project management capacity, managing projects in accordance with industry project management principles, including all aspects of process development and execution. Note: Level 3 is typically responsible for medium- to large-sized projects (25M and higher lifecycle cost).

Required Technical Skills & Experience (required on matrix) Knowledge of product management as well as process management. Advanced working knowledge of MS Office Suite (Word, Excel, Power Point, and Outlook). Strong analytic skills. Root cause identification skills. Experience influencing and integrating change in a large, diverse organization. Must have the ability to interact effectively at all levels of a large company. Experience leading project teams, management review and decision-making sessions supporting organization level improvement efforts. Ability to influence others and move toward a common vision or goal; able to work with a diverse group across business units to elicit agreement on project vision, goals/objectives, requirements and results. Ability to organize and analyze detailed information and communicate / present it in a variety of formats for business, executive, technical and non-technical audiences. Knowledge and experience with established processes and procedures including change management, work tracking and time management.

Preferred Skills & Experience (optional on matrix) PMI or PMP certification. Experience in resource planning. Intermediate experience with SharePoint, sufficient to upload and download documents. Ability to accurately assess and estimate project costs. Ability to work autonomously given specific assignments. Strategic thinker with confidence and speed in execution. Ability to carry out assigned tasks with a professional and collaborative demeanor, utilizing excellent listening, reasoning and problem-solving abilities to work constructively with all levels of personnel both inside and outside the agency. Experience in the utility business.
