Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. Essential Duties Transportation Engineer III Assists Area Engineers with construction contract administration matters. Assists in recommending major maintenance and betterment programs to the district staff. Conducts pre-construction meetings and public hearings. Coordinates with Area Engineers and reviews area office contract submissions. Leads/Trains professional and administrative staff. May serve as a lead worker and the related tasks. Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements. Oversees construction and audit records. Resolves differences between contractors and inspectors. Reviews and revises schematics, PS&E, project designs, shop drawings and field changes for traffic control devices, signals, signs, markings, detours, traffic control plans, electrical distribution and roadway lighting and traffic management systems. Reviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal. Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requests. Trains engineering staff. Updates, reviews, monitors, and/or reviews requests for changes to plans, manuals and/or standard sheets. Performs other job responsibilities as assigned. Transportation Engineer IV Coordinates and/or monitors consultant contracts related projects. Performs highly advanced and complex planning work such as plan review, calculations and transportation planning studies. Reviews contracts and related documents for execution. Responsible for the review of construction related to operations. Performs other job responsibilities as assigned. Transportation Engineer V Oversees construction project traffic control plans; periodically reviews traffic control devices with Area Engineers. May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members’ career conversations; and approving leave requests to ensure operations coverage. Performs other job responsibilities as assigned. Minimum Qualifications Education Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS. Transportation Engineer III Experience: 6 years engineering, transportation engineering, or related engineering experience Transportation Engineer IV Experience: 7 years engineering, transportation engineering, or related engineering experience Transportation Engineer V Experience: 8 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent).Related graduate level education may be substituted for experience on a year per year basis. Licenses and Certifications Valid driver’s license. This position requires driving a state vehicle. Licensed Prof Engineer* If performing underwater bridge inspections: Must have Open Water Diver certification. For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire. Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
