PROCUREMENT ANALYST

This position for The Defense Information Systems Agency is at SS/PROCUREMENT SERVICES DIR - CONTRACT PLCY AND OPERATIONS DIV (ORG PS22). Duties Provides oversight and support in the implementation and execution of the agency's Government Purchase Card (GPC) Program, ensuring for the regulatory compliance and integrity of the program. Participates in procurement management reviews (PMR) of DISA contracting activities to ascertain compliance with Federal DoD/DoW, and DISA acquisition laws policies, and procedures and to analyze the efficiency of the contracting operation. Initiates, develops, and obtains coordination and/or approval of acquisition policies and procedures as it relates to the DISA GPC Program. Participates in various DoD/DoW-sponsored studies and teams related to the execution of the purchase card program within DoD/DoW. Collaborates and coordinates efforts with various internal/external audit authorities regarding findings, and refers cases of suspected fraud, waste and abuse to other internal or external organizations for further investigations. Requirements Conditions of employment Must be a U.S. Citizen or National This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Registered for Selective Service (males born after 12-31-1959) Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service. Financial Disclosure (OGE-450) required. Acquisition certification in the Contracting Functional Area at the Contracting Professional Functional Tier within 36 months of entry into this position is required. This position requires a SECRET clearance. Qualifications Time in Grade: For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service. For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service. Basic Education Standards For Positions In The 1102 Series Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. All applicants must provide a copy of transcripts at the time of application. Failure to provide this information will result in disqualification. Education Exemptions: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement. Failure to provide SF-50 or career brief (for Armed Forces members) dated prior to October 1, 2000 will result in disqualification (this includes DISA employees). Basic Requirements have at least two years of experience in contracting positions; and have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard. For the GS 11; you must have at least one year of specialized experience equivalent to the next lower grade level GS-09 which demonstrates the ability to perform the duties of the position. For the GS 11; Specialized experience is defined as: Experience in utilizing business strategies to perform analyses of procurement performance metrics OR using analytical, qualitative, and quantitative techniques and methods to evaluate contract files for completeness and accuracy or functional GPC experience. For the GS 12; Specialized experience is defined as: Experience reviewing and analyzing procurement policy OR conducting internal compliance audits/reviews; reviewing services, projects, or programs for contracting actions OR evaluating recurring contracting problems or procurement issues or functional GPC experience. For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal Service, Military, or Private Sector. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. There is no substitution of education for specialized experience at the GS-12 grade level. Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education. Foreign Education : If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application. Acquisition workforce employees must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. If certification is not received within 36 months of appointment as defined by DAWIA, and training not completed within the established guidelines, the incumbent might be removed from this position.
