The Intergovernmental Risk Management Agency (IRMA) is seeking a Supervisor of Liability Claims to oversee its general liability claims operations, guide an established team of claims professionals, and play an important role in protecting the interests of public entities throughout Northeastern Illinois. What You'll Do Lead and Support the Liability Claims Team Supervise and provide guidance to a team of liability claims adjusters responsible for managing general liability claims involving public entities. Oversee day-to-day claims operations, ensuring claims are investigated, evaluated, documented, and resolved appropriately and efficiently. Review complex claims, provide technical direction, and support adjusters with coverage questions, litigation matters, and resolution strategies. Promote accountability, professional development, and consistent claims-handling practices while fostering an environment of collaboration and independence. Identify opportunities to improve workflows, operational efficiency, and the overall quality of member service. Oversee Complex Claims and Litigation Personally manage complex, sensitive, and high-profile liability claims, including matters involving law enforcement agencies, municipalities, and civil rights litigation. Provide oversight of litigation strategy, working closely with defense counsel, IRMA's coverage attorney, executive leadership, and other legal resources. Apply relevant Illinois statutes and legal principles, including the Illinois Tort Immunity Act and Section 1983, when evaluating claims, coverage considerations, and litigation exposure. Review coverage documents, identify potential coverage issues, and coordinate with legal counsel to support appropriate determinations. Oversee settlement strategies, claims resolutions, and subrogation recovery efforts. Ensure timely and accurate reporting to reinsurers and excess insurance providers. Contribute to Organizational Strategy and Member Services Analyze claims activity, litigation trends, and emerging risks to identify opportunities for loss prevention and improved member outcomes. Provide executive leadership with meaningful insights and recommendations related to claims exposure, operational performance, and risk management initiatives. Partner with other departments to develop and implement improvements to claims processes and member services. Provide consultation, education, and technical guidance to IRMA's municipal members. Serve as staff liaison to assigned Steering Committees and participate in committee and Board meetings as needed. Support IRMA's commitment to responsive, professional service and strong relationships with its members. What We're Looking For IRMA is seeking an experienced claims leader who combines strong technical knowledge with sound judgment, effective communication, and the ability to manage complex municipal liability matters. Required Qualifications Bachelor's degree. Minimum of 7 years of experience handling liability claims and/or litigation. At least 3 years of supervisory or management experience. Experience managing liability claims and litigation involving municipalities or other public entities. In-depth knowledge of applicable Illinois law, including the Illinois Tort Immunity Act and Section 1983. Experience overseeing complex litigation matters, coordinating with legal counsel, and evaluating claims exposure. Strong analytical, negotiation, decision-making, and problem-solving skills. Ability to lead experienced claims professionals while independently managing complex and sensitive matters. Excellent communication and relationship-building skills, with a strong commitment to customer service. Additional Experience That Would Be Valuable Experience working within an intergovernmental risk pool or municipal risk management organization. Background managing law enforcement liability, civil rights claims, or other complex public-entity litigation. Experience analyzing claims trends, recommending operational improvements, and supporting organizational risk management strategies. Experience collaborating with executive leadership, legal counsel, governing boards, or public-sector committees.
