Responsibilities SUMMARY: The primary purpose of this position is: To provide an Instructional Systems Specialist, Instructional Program Evaluator, and Training Specialist developing programs of instruction for Air Operations Center (AOC) Formal Training Unit (FTU), including resident and distant learning, training programs. Incumbent will also be the single point of contact responsible for Faculty Development, to include planning, administering, developing, and evaluating On-the-Job training programs for military, civilian and contracted personnel. DUTIES: Applies professional knowledge of broad education and training program methods to develop formal training unit faculty, develop strategic plans, and recommend major program modifications that impact a broad range of issues that impact squadron-wide functions. Plans, coordinates, designs, implements and validates major components of Air Operations Center (AOC) Formal Training Unit (FTIJ) training instructional design focusing on operational level command and control in at least one of the following disciplines: such as multiservice doctrine development and delivery; strategy; combat operations management. Develops instructors through assigned blocks of formal training for advanced courses involving management, program administration, ISD instructional methods, policy execution, or similar subjects equivalent to graduate- level fields of study. Develops, reviews, and revises AOC FTU training instructional materials in accordance with established learning objectives. Using training experience and knowledge of AOC FTI-J training, develops the plan and measurement devices for measuring achievement of instructional objectives. Using subject matter knowledge, evaluates, reviews, and validates effectiveness of test/measurement devices. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions for the GS-1750, Professional and Scientific Positions. BASIC REQUIREMENT: A Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must include study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology; (2) Instructional design practices (3) Educational evaluation (4) Instructional product OR (5) Computers in education and training. Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours. NOTE: You must submit a copy of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: Applicant must have one (1) year of specialized experience for GS-1750-12 which includes comprehensive knowledge of learning theory and the principles, methods, practices and techniques of one or more specialties of the instructional systems field; to include instructional design, occupational analysis, instructional materials development, training aids and devices, instructional services, instructional program evaluation, staff and faculty development, tests and measurement, or instructional program administration. Knowledge of the professional application of recognized Instructional System Development (ISD) models for curriculum development and evaluation purposes. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of training programs. This definition of specialized experience is typical of work performed at the GS-11 grade/level position or equivalent in the federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth professional knowledge Of learning theory and the principles, methods, practices and techniques of one or more specialties of the instructional systems field; to include instructional design, occupational analysis, instructional materials development, training aids and devices, instructional services, instructional program evaluation, staff and faculty development, tests and measurement, or instructional program administration. 2. Knowledge of the professional application of recognized Instructional System Development (ISD) models for curriculum development and evaluation purposes. 3. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of training programs. 4. Ability to develop course materials and instructional methods, principles, and techniques in order to develop and instruct on self-contained training courses, obtain training resources and assess overall effectiveness in meeting established training or accreditation requirements. 5. Skill to communicate effectively both orally and in writing as an instructor and course developer at a formal training school. 6. Ability to negotiate complex issues; and maintain good working relationships PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
