The FLSA designations included on the job description are for general administrative guidelines. ________________________________________________________________________________ SUMMARY: Under general direction and guidance from the Deputy Chief of Operations, the Division Chief of Training & Wildfire directs, plans, and conducts training of all Jackson Hole Fire/EMS (JHFEMS) operational personnel related to structure fire suppression, rescue operations, emergency medical services, wildfire response, hazardous materials, communications, Leadership development, and emergency vehicle operations.Management of JHFEMS wildfire readiness and response.Operational responsibility to act as Duty Officer with response to emergency incidents. Essential duties and responsibilities may include, but are not limited to, the following: As the JHFEMS Training Officer, coordinates and conducts department training and education activities, such as certification courses, monthly training, officer development, conferences and specialized training. Acts at the JHFEMS Wildfire Coordinator, managing qualifications, operational readiness of equipment, organization of personnel and resources for wildfire deployments, and ensures support documentation following a wildfire deployment is complete. Assumes the role of incident commander for emergency service calls and coordinates member responses. As assigned, assumes duties of the Deputy Chief. Acts as the Fire Department representative in the Fire Chief’s absence. Maintains the integrity, professionalism, values, and goals of JHFEMS by assuring that all rules and regulations are followed, and that accountability and public trust are preserved. Assists other Fire/EMS Divisions, including assistance to the Prevention Division through public education, wildfire inspection programs, pre-incident planning and wildfire risk reduction. Mentors, supervises and supports members of a Combination Career and Volunteer Department; assigns tasks and projects; meets regularly with personnel to discuss and resolve workload and technical issues; assures appropriate training is provided; assures emergency response teams are physically fit, trained, and ready for duty, and are accountable for duties and responsibilities assigned. Maintains interagency partnerships through training, response and relationship building. Provides guidance to the Deputy Chief of Operations and the Chief through data analysis, recognizing both local and regional trends, organizational leadership to help meet Department goals and objectives. Develops programs and policies to meet JHFEMS goals and objectives; formulates, maintains, and implements policies and procedures. Co‑ordinates the management and maintenance of assigned facilities, equipment, and apparatus. Assists the Fire Chief with the development of the annual Capital Improvement Plan including; facilities, equipment, and apparatus. Supports the relationship between the Teton County staff and the public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work‑related issues and County information; performs other duties as required or assigned. MINIMUM QUALIFICATIONS: Education and Experience: Associate’s degree in Fire Science, AND five years as a Captain, preferably with JHFEMS OR equivalent combination of education, training and experience with emphasis on combination department leadership Required Licenses and Certifications: Must possess a valid Wyoming/Idaho Class B Driver’s License and maintain an acceptable driving record. Fire Officer II Wyoming Certification or ability to obtain within 1 year Fire Instructor II Wyoming Certification or ability to obtain within 1 year Live Fire Instructor Certification or ability to obtain within 1 year Emergency Medical Technician – Basic Wyoming Licensure NWCG Task Force Leader or ability to obtain within 2 years NIMS IC‑400 Additional technical skills training and certifications may be required depending on division/program assignment. Required Knowledge of: State and National certification procedures and processes County policies and procedures, and state and federal regulations governing emergency services agencies. JHFEMS Standard Operating Procedures, guidelines, and policies. Tactics for management and deployment of personnel, equipment and other resources in an emergency situations in a Combination Fire Department. Principles and practices of modern fire suppression and prevention. Procedures and equipment used in modern firefighting and emergency medical response. Operational characteristics of specialized fire suppression apparatus, vehicles and equipment. Professional protocols and practices in emergency care and patient treatment. Tactics for deployment of personnel and equipment in complex emergency incidents. Federal, state, and local codes and regulations. City and County geography, traffic patterns, and the location of streets, landmarks, and buildings. Principles and practices of public sector administrative management, including performance management, personnel rules, project management, accounting, budgeting, and procurement. Required Skills in: Using initiative and independent judgment within established procedural guidelines, while assuring compliance with JHFEMS goals and objectives. Assuming incident command responsibilities, and coordinating firefighting, rescue, and emergency medical services under complex emergency conditions. Making independent decisions, maintaining composure, and working effectively under emergency situations. Leading staff, prioritizing multiple tasks and projects, and delegating tasks and authority. Recognizing the construction, contents and occupancy of buildings and other emergency incident scenes in order to apply appropriate firefighting, rescue, and emergency medical techniques. Managing the maintenance and repair of firefighting facilities, vehicles, and equipment. Establishing and maintaining effective working relationships with co‑workers and working as a team member with other emergency services agencies. Operating and maintaining computer and communications equipment. Communicating clearly and concisely, both verbally and in writing. Work Environment: Work is performed outdoors and indoors at emergency incident sites and in a standard office environment; consisting of long and/or irregular hours in uncontrolled environment and terrain; may be exposed to environmental fumes, hazardous chemicals, communicable diseases, extreme temperatures, and potential physical harm.Must maintain a level of physical fitness to meet Department standards. #J-18808-Ljbffr
