Role Snapshot The incumbent performs a broad scope of fossil plant budget and operations performance analyses for one or more OPC co-owned power generation facilities. This includes, but is not limited to the following: Works with OPC and operating agent's accounting departments for O&M and A&G expense variance reporting, evaluating, trending, monthly and year end projections, and invoicing and expense problem solving. Reports, trends, and analyzes plant capital addition expenses to support both OPC budget management and the OPC Construction Work Plan used to obtain RUS financing going forward, including performing detailed variance analyses. Performs evaluation of power plant daily operating performance, investigating (as appropriate or as assigned) equipment problems, maintenance performance of operating units, outage schedule performance, heat rate performance, and root cause analysis corrective action initiatives. Update and maintain databases of plant operating performance regulatory testing, project status and plant budgets (as appropriate or as assigned). This includes obtaining engineering data, taking photographs in the plant, and obtaining documentation from site operator's archival data. Supports Resident Manager in providing reliable and efficient electric power generation in compliance with corporate safety policies and procedures, mandatory electric reliability standards, FERC, EPA, EPD, OSHA, DOT and all applicable governmental regulations. What You'll Do Budget Performance Analysis: Conducts evaluation of capital and O&M budget and expense reports: Perform monthly trending, research and analysis as necessary of fossil plant O&M Budget performance. Investigate and evaluate fiscal variances and draft reports for Resident Manager's peer review with Plant Management, providing documented back-up. Evaluate cost trends and track down/resolve variance cost details with GPC plant departmental staff, fiscal budget coordinators at site, and Operator's corporate accounting on an as needed basis. Conduct monthly capital budget performance reviews, analyze budget performance and reconcile variances to actual expenses. Pro-actively interface with operating agent's financial services at site and corporate locations to track year-end spending project proposals and outage cost issues. Prepare inputs to FN Fossil Operations budgets each fiscal year, provide research on budget estimates for out-years as needed by management to support OPC's Long Range Financial Forecast (LRFF). Support Resident Manager led efforts for codifying and documenting budget assumptions, analyzing historical and current budget performance trends, provide variance analyses and projections. Track and log budget proposals from operating agent as part of the FN budget preparation and performance monitoring responsibilities for Capital and O&M expenses. Track and resolve cost data inquiries to support Resident Manager inquiries with plant budget through operating agent's financial associates. Operations Performance Analysis: Prepare and issue Operational Advisories as back-up to Resident Manager. Keep GSOC informed of changing conditions as back-up to Resident Manager. Perform analyses of fossil plant detailed reports and translate into OPC reports. Track assigned technical or regulatory concerns assigned by Resident Manager. Maintain current copies of fossil plant Issues List(s). Maintain current copies fossil plants Business Plans. OPC Operational Support: Maintain balance of plant training knowledge base to the extent needed to understand and communicate plant conditions/issues. Maintain knowledge on plant equipment and plant processes including balance of plant to conduct plant tours as requested by the Resident Manager. Complete any training required to work in an OPC co-owned fossil plant. Travel to in-plant areas, including high noise and high heat areas to investigate and document (photographic/video) evolving plant performance or safety issues. Assist the Resident Manager in the production of outage status reports, researching needed technical information from plant associates. Support and help maintain OPC Resource Data Guide for OPC/GSOC asset dispatch optimization of fleet and contract resources. Support Resident Manager with technical reports and records on Costs, Generation, Capacity Factor, EFOR and technical issues to support asset management oversight. General OPC Support & EMC Relations Development: Maintain good relations with the operating owner, other asset co-owners and operating agent's staff to keep lines of communication open, which enables OPC to collect added data to benefit OPC. Coordinate OPC plant personnel involvement in community social/charity activities Monitor local news sources for items of interest to OPC, and forward information to OPC management for further action, as appropriate. Other administrative duties as assigned. What You Bring Must be highly self-motivated, having the ability to identify plant operational and cost issues and to proactively resolve same. Has the ability to handle comprehensive fiscal and technical interface with GPC co-owners/departments and ensures effective business relations with all OPC Departments Strong fiscal aptitude, Excel spreadsheet, Power Point, Visio, Adobe Acrobat, Lawson, computer and peripheral trouble shooting. Polished interpersonal skills/ability to effectively interface and influence. Skills and Knowledge Ability to secure and maintain security un-escorted clearance. Ability to work safely in a hot, noisy and dusty environment. Education and Experience Education: Minimum HS Diploma and Technical school (desired) with proven strong computer skills (multiple program excellence) Experience: 4 years power plant operational support in finance, accounting or technical programs.
