Program Workforce Development Lead

About The Role

Peraton is seeking incumbent and external qualified candidates to support North American Aerospace Defense Command (NORAD) Cheyene Mountain Complex (NCMC) – Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) and Space Support Contract III (NISSC III). This position is contingent on contract award . The Workforce Development Lead oversees workforce planning, onboarding, training, qualification management, and professional development for mission-critical NORAD and USSPACECOM operations. This role ensures a mission-ready, highly skilled workforce through coordinated development, knowledge transfer, certification tracking, and succession planning across engineering, cybersecurity, software, operations, logistics , and mission support. Responsibilities include managing staffing baselines, monitoring workforce availability, and developing mitigation strategies for staffing gaps or unplanned absences. The Lead collaborates closely with program leadership, Government stakeholders, and functional managers to maintain long-term operational readiness.

Responsibilities

• Lead workforce development, readiness, and sustainment initiatives.
• Manage strategic workforce planning and staffing baselines aligned with changing mission needs.
• Oversee onboarding, orientation, and employee integration.
• Develop and maintain technical training plans, qualification matrices, and certification tracking.
• Monitor mandatory and mission-specific training to ensure compliance and readiness.
• Identify skill gaps and coordinate targeted development with functional managers.
• Lead knowledge transfer, succession planning, and cross-training activities.
• Maintain contingency staffing plans to support 24/7 mission continuity.
• Support mentoring, career development, leadership development, and retention.
• Analyze turnover trends and recommend retention improvement actions.
• Produce workforce readiness metrics, dashboards, and leadership briefings.
• Monitor staffing levels, vacancies, and resource requirements; recommend mitigation strategies.
• Coordinate training and qualification needs with Government and subcontractor partners.
• Ensure adherence to contractual, security, safety, and operational requirements.
• Participate in staffing reviews and continuous improvement efforts.
• Track readiness of critical positions and mitigate risks to mission performance.

Qualifications

Required Qualifications

• Active DoD Secret clearance required
• Bachelors and minimum of 8+ years of relevant experience, OR Masters and 6+, PhD with 3. However, additional years of experience may be substituted in lieu of degree. 
• Experience leading workforce development, organizational development, technical training, or talent development initiatives supporting complex DoD or Government programs.
• Experience supporting large, multi-disciplinary technical organizations.
• Experience developing and managing workforce plans, staffing baselines, workforce capacity, or resource forecasting.
• Experience developing workforce plans, qualification programs, onboarding processes, or certification tracking.
• Experience developing succession, contingency, cross-training, or backup staffing plans for mission-critical organizations.
• Experience coordinating cross-functional teams and managing organizational change initiatives.
• Experience supporting contract transitions, knowledge transfer, or workforce stand-up activities.
• Strong communication , leadership, presentation, and organizational skills.
• Experience briefing senior leadership and developing workforce metrics and reports.

Desired Qualifications

• Active DoD Top Secret clearance desired
• Prior experience supporting NISSC I/II, ITW/AA, NORAD, USNORTHCOM, USSPACECOM, or Cheyenne Mountain Complex programs.
• Experience supporting engineering, cybersecurity, software, operations, or sustainment organizations within classified environments.
• Experience developing workforce readiness dashboards, competency models, or succession planning frameworks.
• Familiarity with Agile organizations, DevSecOps environments, and technical workforce development.
• Experience supporting TS/SCI mission environments and 24×7 operational programs.
• PMP, ATD, SHRM, CPLP, or other workforce development or project management certification.
• Experience supporting enterprise training management systems or learning management platforms.
• Experience leading large-scale organizational growth or workforce transformation initiatives.

Details

Target Salary Range: $66,000 - $106,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
