Position Description:

Teya Development Company, LLC is seeking an experienced Subcontracts Manager to manage subcontract formation and administration across our diverse federal portfolio. Reporting to the Director of Contracts & Compliance, this role serves as an important connection point between Contracts & Compliance, Enterprise Governance, Project Controls, Procurement, Accounting, Strategic Growth, and Operations.

The Subcontracts Manager manages contractual agreements supporting our partners and subcontractors throughout the pursuit and performance lifecycle, including Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), subcontract formation and negotiation, administration, performance, and closeout. The role helps ensure these relationships are contractually sound, financially aligned, compliant, and effectively integrated with Teya's enterprise processes and project execution.

Success in this role requires more than technical subcontract knowledge. We're looking for someone with sound judgment, strong organization and follow-through, and the ability to proactively move actions forward across multiple teams, projects, and subcontractors.

Duties and Responsibilities:

• Manage subcontract development, negotiation of terms and conditions, execution, modification, administration, and closeout (cradle-to-grave) across multiple Teya companies, joint ventures, and contracts.
• Draft, review, negotiate, and administer Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), subcontracts, and related business agreements, escalating complex, non-standard, or higher-risk matters to the Director of Contracts & Compliance and outside counsel as appropriate.
• Serves as the primary subcontract business liaison between project managers and subcontractors, coordinating contractual and administrative matters to support timely issue resolution while maintaining strong working relationships throughout contract performance.
• Administer subcontracts supporting firm-fixed price (FFP), cost-plus-fixed-fee/cost-reimbursement (CPFF), and Time and Materials (T&M) contract types.
• Standardize and continuously improve Teya's subcontract templates, processes, controls, workflows, and Costpoint utilization while accommodating the differing needs of our companies, contracts, and lines of business.
• Review prime contract requirements and ensure appropriate flow-down of terms, conditions, and contractual requirements are incorporated into subcontract agreements.
• Coordinate contract and subcontract routing, approval, execution, signature administration, distribution, and record retention.
• Complete subcontract-related federal reporting and compliance requirements, including Service Contract Act (SCA)/Service Contract Labor Standards (SCLS) and Executive Compensation reporting.
• Work closely with the Procurement Manager and Procurement team throughout sourcing, award, and administration to maintain clear accountability and effective coordination.
• Identify contractual and performance risks early and coordinate solutions across the appropriate Teya teams.
• Administer subcontractor compliance documentation, including Certificates of Insurance (COIs), W-9s, bonds, representations and certifications, and other required records; monitor expirations and coordinate timely updates with subcontractors, brokers, and internal stakeholders.
• Create and maintain subcontracts and related contractual records within Deltek Costpoint.
• Provide backup support for Contracts & Compliance and enterprise governance activities, including organizational records, subsidiary documentation, process improvement initiatives, and special projects as assigned.
• Support federal registration, certification, reporting, and compliance activities, including SAM.gov, SBA Small Business Search, subcontracting reporting, CPARS documentation, and related deadline tracking.
• Partner with Enterprise Governance to support consistent subcontracting processes, workflows, authorities, documentation standards, and controls across Teya companies and joint ventures.
• Coordinate with Project Controls and Accounting on subcontract funding, commitments, modifications, invoicing requirements, accruals, and other information affecting project financial management.
• Partner with Program and Project Managers to translate operational requirements into timely subcontract actions and proactively drive those actions to closure.
• Coordinate with our Strategic Growth and Operations teams during the pursuit and transition process to establish NDAs and TAs and support continuity from pursuit through subcontract formation and contract performance.

Required Qualifications and Experience:

• Associates of Science (A.S.) Degree or equivalent.
• Five (5) or more years of progressively responsible experience in federal contracts, subcontracts, procurement, legal/contracts administration, or a related government contracting function.
• This position may be performed remotely, with periodic travel to Teya offices, project locations, or customer/partner meetings as needed.
• Must be able to meet applicable federal background investigation, security, and access requirements associated with assigned contracts and projects.
• Strong working knowledge of the FAR, DFARS, federal subcontracting requirements, and prime contract flow-downs.
• Experience preparing, reviewing, negotiating, or administering contractual agreements.
• Working knowledge of FFP, CPFF/cost-reimbursement, and T&M contracting and the differing subcontract administration requirements associated with each.
• Experience with Deltek Costpoint preferred, including Contracts Module and related procurement/subcontract functionality.
• Experience supporting DoD/DoW and/or civilian federal agency customers.
• Strong organizational, communication, negotiation, documentation, and problem-solving skills.
• Ability to manage multiple priorities, stakeholders, deadlines, contractual actions, and requirements tracking to ensure timely execution, follow-through, accuracy, and attention to detail.
• Ability to communicate contractual requirements effectively with operational teams, subcontractors, partners, and leadership.
• Sound judgment and the ability to balance contractual protection, compliance, relationships, financial considerations, and operational needs.

Preferred Qualifications

• Bachelor's degree in business, contracts, supply chain, finance, legal studies, or a related field. Equivalent relevant education and experience may be considered.
• Experience supporting an Alaska Native Corporation (ANC), 8(a) contractor, or other federal government contractor.
• Experience supporting multiple federal contracting environments, particularly construction, facilities/O&M, professional services, and manufacturing.
• Prior experience in subcontracts, contracts administration, procurement, paralegal/legal support, or another role involving the preparation and administration of contractual agreements.
• Experience drafting or administering NDAs, Teaming Agreements, subcontracts, and other business agreements.
• Experience with SCA/SCLS requirements, CPARS, executive compensation reporting, subcontractor performance management, and federal audits or reviews.
• Experience improving subcontract processes, templates, systems, or internal controls.
