Help Center Attorney

The DMHC Help Center educates members about their health care rights and resolves complaints against health plans to ensure a stable and accessible health care delivery system. Under the direction of the Assistant Chief Counsel, Help Center – Legal Affairs Branch (LAB), the incumbent performs sensitive and less complex legal work related to the regulation of health care service plans pursuant to the Knox‑Keene Health Care Service Plan Act of 1975 and other necessary tasks. Responsibilities Evaluate and resolve less complex consumer complaints. Make investigative inquiries. Perform legal research. Provide legal advice and counsel. Determine health plan compliance with the Knox‑Keene Act. Perform other special projects as required. Working Conditions The DMHC has locations in Downtown Sacramento and Rancho Cordova. Both locations are accessible via light‑rail and offer a climate‑controlled cubicle and/or office environment with artificial lighting. This position may be eligible for hybrid telework, subject to departmental operational needs and the State Telework Policy. Minimum Requirements Attorney licensed in California with an active California State Bar membership. Consumer advocacy experience. Excellent written and oral communication skills. Knowledge of health care service programs and trends. Knowledge of the managed care health plan industry and policy issues impacting managed care. Ability to exercise a high degree of initiative, independence, and flexibility. Ability to work cooperatively and effectively with others. Effectively participate as a member of a management team. Ability to manage an active caseload. Dependable, punctual, and excellent attendance. Special skills/activities: bi‑lingual, volunteer work, community service experience.
