Position Overview The Program Compliance and Oversight Manager provides department‑wide leadership for compliance, program oversight, and monitoring across CDHE programs. The role establishes scalable oversight frameworks, risk‑based monitoring approaches, and clear compliance expectations to ensure programs are designed, implemented, and managed in alignment with statutory, grant, and fiscal requirements. Serving as the primary bridge between programmatic and fiscal operations, the manager translates complex statutory and grant requirements into practical tools, advises leadership on emerging compliance risks, streamlines cross‑divisional workflows, and embeds internal controls into early program design. Supervision Exercised This position does not supervise any employees. Scope of Responsibilities Program Governance & Framework Design – Design and maintain department‑wide frameworks for program governance, oversight, and accountability aligned with statutory, state, grant, and federal requirements; establish consistent expectations for program structure, documentation, implementation, and compliance; standardize program lifecycle practices; develop risk‑based oversight models; support contract development and procurement processes; review contracts and grants for compliance provisions; serve as liaison between program and fiscal teams. Compliance & Risk Management – Develop and maintain compliance and risk management processes; embed requirements into program design via guidance, templates, and decision‑support tools; identify and assess department‑level risks; recommend and implement policy, process, or control improvements; apply 2 CFR Part 200 expertise; analyze and report compliance data to support leadership decision‑making. Subrecipient Monitoring – Ensure monitoring frameworks promote compliance with 2 CFR 200; support staff in conducting programmatic and financial compliance reviews, including site visits and desk reviews; develop risk assessment tools and monitoring processes; prepare monitoring reports and recommended corrective actions; collaborate on financial monitoring, review of expenditure allowability, and subrecipient reimbursement process; provide technical assistance for implementing corrective actions. Training and Technical Assistance – Develop and deliver training, tools, and guidance to support compliance and monitoring across staff and partners; translate regulatory requirements into clear guidance and resources; establish onboarding and ongoing training; disseminate best practices. Coordination & Continuous Improvement – Coordinate across divisions to align fund‑management approaches; monitor trends and findings to inform improvements; contribute to policy, procedure, and internal control development; standardize internal control documentation across staff, fiscal teams, and external partners. Qualifications Education & Experience Bachelor’s degree in higher education or related field (or four (4) years of related experience in lieu). Experience in grant or contract management, compliance, monitoring, or auditing. Experience conducting subrecipient financial monitoring and compliance reviews. Experience working with institutions of higher education or public‑sector partners. Experience with 2 CFR 200. Licenses and Certifications Valid Colorado driver’s license; compliance with all requirements for driving a state vehicle is required. Preferred Qualifications Experience with Generally Accepted Government Auditing Standards (GAGAS) and Colorado Operations Resource Engine (CORE). Knowledge Grant management, compliance, and program administration. State fiscal rules and federal grant requirements (2 CFR 200). Standard office practices and software (Microsoft Office, Zoom, Teams). Ability Assess risk, analyze financial and program data, and interpret regulatory requirements. Conduct compliance or financial monitoring reviews and produce actionable reports. Communicate complex requirements into practical guidance. Exercise sound professional judgment, attention to detail, and discretion. Collaborate effectively with internal teams, leadership, and external partners. Work effectively both independently and in team settings. Physical and Mental Standards (Hybrid Setting) Frequently sit/stand at a desk for extended periods of time. Frequently move between areas/buildings and sit/stand during meetings. Occasionally push or pull an object. Frequently use finger dexterity to operate a keyboard. Regularly lift 10 pounds and occasionally lift 25 pounds. Frequently use vision to read documents, view computer screens, and see objects at close and distant ranges. Frequently use speech and hearing to engage in conversation, in person, and over the telephone. Typical Working Conditions Standard office environment with moderate noise level and controlled temperatures. Works a 40‑hour work week; may be remote, hybrid, or in‑office per agreement with supervisor; normal office hours Monday–Friday 8:00 am–5:00 pm. Job duties may require extended hours or outside regular schedule. Position may require periodic in‑state and out‑of‑state travel, including overnight stays, with ability to travel independently within the state.
