INTRODUCTION

Under the supervision of the Vice President of Information & Systems (VP of IS), the Information Systems Senior Manager (IS Senior Manager) is the operational leader responsible for ensuring Unity’s technology and Epic environment are stable, secure, and optimized for clinical and administrative workflows. The role oversees day-to-day IT operations across 20+ sites, manages technical and Epic support teams, drives service delivery excellence, and partners with clinical, operational, and Epic leadership to support Unity’s mission as a Federally Qualified Health Center (FQHC).The IS Senior Manager serves as the VP of IS primary operational executor translating strategy into action, enforcing standards, and ensuring that IT and Epic services meet performance, security, and compliance expectations.

MAJOR DUTIES/ESSENTIAL FUNCTIONS

Essential and other important responsibilities and duties may include, but are not limited to the following:

• Provides supervision to IS Managers by planning and directing work of the team through communicating job expectations, planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; initiating, coordinating, and enforcing systems, policies, and procedures.
• Establish performance expectations, KPIs and accountability structure across IT and Epic support.
• Build a culture of customer service, urgency, and operational excellence.
• Analyzes the organization’s technical needs and research and recommends possible upgrades and or new technology to the organization to meet needs.
• Assists Vice President of Information & Systems with developing requirements, outlines, budgets, and schedules for IT projects. Coordinates, directs and manages IT projects by planning, scheduling, tracking project timelines, milestones and deliverables using the appropriate tools. Ensures projects are completed within budget and on time.
• Provides the Vice President of Information & Systems with updates on the status of on-going plans for projects.
• Own the IS Service Desk function, ensuring timely resolution of tickets and escalations.
• Monitor service metrics and drive continuous improvement across IT and Epic support ensuring clinicians and staff receive responsive, high-quality support.
• Manage Unity’s network, servers, cloud services, identity management, and security posture.
• Ensure infrastructure readiness for Epic upgrades and new clinical programs.
• Lead daily operations for infrastructure, service desk, telecom, AV, project management/training, and Epic support teams.
• Ensure high availability and performance of Epic Hyperspace, OCHIN-hosted environment, network connectivity, telehealth platform, and clinical devices.
• Support clinical operations during go-lives, workflow changes, and system outages.
• Develops and implements policies and procedures for IT systems operations and development.
• Makes recommendations about purchases of technology resources. Builds and maintains vendor relationships.
• Consults with the EHR vendors to understand, troubleshoot, and resolve the EHR-related issues and defects within the system.
• Identifies and communicates operational challenges, risks, and issues to the Vice President of Information & Systems and Senior Leadership.

MINIMUM QUALIFICATIONS

• BA/BS degree in computer science, statistics, mathematics, or related field or work experience.
• Five (5+) plus years IT experience, including three (3+) years in a supervisory or management role.
• Minimum of three (3) years of experience in a health care institution.
• Experience supporting Epic or other enterprise EHR platforms.
• Epic Certification in job related module(s) (Obtained within 6 months of hire and renewed as required)

• Experience in an FQHC, ambulatory care, or safety-net healthcare setting.
• Ability to manage competing priorities in a fast-paced environment.
• Must be knowledgeable of new trends in clinical management and information systems.
• Clinical workflow awareness and EHR optimization mindset.
• Cross-functional collaboration with clinical and administrative leaders.

SUPERVISORY CONTROLS

The position reports to the Vice President of Information & Systems. This position supervises the IS Managers.

The position abides by all rules and regulations set forth by applicable licensing and regulatory bodies, as well as UHC policies and procedures.

PERSONAL CONTACTS

The position requires contact with staff at all levels throughout the organization. There are also external organization relationships that may be a part of the work of this individual. Primary contact is with the employees of UHC Administrative Staff, UHC Health Centers, UHC Informatics staff, UHC IT staff, but may also include vendors, benefits providers, and local business establishments.

OTHER SIGNIFICANT FACTS

Although the position is assigned a specific shift, this position may be assigned alternate shifts to address the needs of Unity Health Care.

RISKS

The position involves everyday risk and discomforts, which require normal safety precautions typical of such places as offices, meetings, training rooms, and other UHC health Care Sites. The work area is adequately lit, heated, and ventilated. All medical services shall be provided according to medically accepted community standards of care. The employee shall provide evidence of a recent (within the past twelve (12) months) health assessment that includes a PPD and/or chest x-ray results.
