Most critically, the Director manages theState’s insurance brokers and related programs, managing vendor compliance and administrativetracking. The Director for Risk & Insurance Management reports to the Associate Commissioner forFinancial Administration and is a Senior Staff member.The Director will oversee all activities by the Bureau of Risk and Insurance Management (BRIM),which provides insurance procurement services and for contracts to State agencies, publicauthorities, and public benefit corporations. This includes management of the State’s $172 M+Broker of Record contracts for new and existing and insurance policies for the State.Our ideal candidate will bring proven experience in managing a multifaceted insurance portfolio,with experience supervising a compliance function. If you thrive on modernizing systems, are forward leaning, good humored andemotionally intelligent, and enjoy empowering teams to think bigger, OGS is the place for you.Key Responsibilities:Reporting to the Associate Commissioner for Financial Administration, the Director for Risk andInsurance Management will mitigate agency risks by ensuring that agency customers and privatecontractors are adequately insured under statewide and agency contracts.The Bureau of Risk and Insurance Management is responsible for two core functions:• Management of the third-party risk program and vendors for State entities, includingNYS Agencies and Municipalities, Public Authorities, and Public Benefit Corporations• Insurance requirements review across all Office of General Services portfolios, includingDesign & Construction, Procurement Services, Agency Procurement Office, Real Estate,and Cultural & Convention Events.The Director for BRIM will collaborate with OGS executives, the Governor’s office, and multipleagencies to implement pilot programs, execute enterprise-wide initiatives, and develop associatedpolicies. The Director will manage modernization projects and system integration to leveragetechnology and advance financial administration program needs.The ideal candidate will possess the knowledge, skills, and abilities to successfully lead thefollowing:• Spearhead the development and oversee the contractual risk management program in the• centralized and general state agency procurement (automobile, software, hardware, etc.),• construction contracts, real estate contracts, special event contracts, and contracts for• outside agencies upon request.• Maintain a comprehensive understanding of the global insurance risk environment and risk• mitigation through insurance procurement. Manage insurance offerings, including general• liability, property, and cyber security insurance, ensuring that policies are appropriately• structured and meet compliance requirements for agency customers and contractors.• Oversee the development of complex insurance requirements for contracts; negotiates,• contract insurance requirements for OGS and OGS customers.• Review new insurance legislation to ensure compliance. As necessary, amend existing• State insurance contracts to comply with mandated changes.• Develop and implement controls to mitigate liability risks.Operational Needs:• Travel may be required (approximately 10%).• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required.About OGSThe New York State Office of General Services (OGS) provides essential support services for NewYork State government operations, including Executive Agencies, State Legislature, Judiciary, eligiblenonprofits, school districts, and public authorities. Must have at least 2 years of experiencein a management or leadership capacity.Substitutions: Equitable experience awarded as follows:• Four years of specialized experience or an associate degree and two years of specializedexperience may substitute for a bachelor's degree.• Master’s degree may substitute for one year of specialized experience;• Juris Doctorate (J.D.) or Doctor of Philosophy (Ph.D.) may substitute for two years ofspecialized experience.Preferred QualificationsExperience in leading teams within large organizations preferred, including supervision ofprofessional staff, oversight of multiple processes, internal and external communications, andclient engagement.NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES.
