POSITION OVERVIEW

Heartline Staffing is seeking an experienced Estimator for Trinity Electrical Services in Orlando, Florida. This full-time leadership opportunity is responsible for overseeing electrical estimating and preconstruction functions, developing accurate and competitive bids, establishing standardized departmental systems, and building an estimating team capable of supporting responsible company growth. The Estimator will initially provide hands-on oversight of all estimating activities while developing the processes, cost databases, document controls, bid strategies, staffing structure, and performance standards needed to scale the department. This position requires extensive electrical construction estimating experience, unit-price estimating expertise, and proven success estimating DOT, aviation, federal, state, military, municipal, and other complex infrastructure projects. The successful candidate must be able to evaluate project opportunities, identify financial and operational risks, lead go/no-go decisions, manage bid schedules, develop pricing strategies, and transfer complete estimating information to project management and field operations following project award. Oversee all electrical estimating and preconstruction functions within an established departmental budget. Provide hands-on estimating leadership while building and scaling the estimating department. Recruit, onboard, manage, mentor, and develop estimators as department needs grow. Assign estimating responsibilities and review team deliverables for completeness and accuracy. Prepare accurate, competitive, and responsible bids for electrical construction projects. Lead unit-price estimating for DOT, aviation, federal, state, military, municipal, and public infrastructure contracts. Develop estimates using lump-sum, cost-plus, hard-bid, guaranteed maximum price, design-build, and time-and-material pricing methods. Procure, review, and interpret project plans, specifications, contracts, scopes, schedules, and bidding documents. Develop project-specific bid strategies that account for labor, materials, equipment, subcontractors, productivity, schedule, and risk. Identify financial, contractual, operational, and performance risks and establish appropriate mitigation strategies. Lead the go/no-go decision-making process with the General Manager. Evaluate incoming bid invitations based on resource availability, operational fit, profitability, schedule, and opportunity risk. Establish standardized estimating procedures and departmental workflows. Develop and maintain estimating databases, historical cost information, labor rates, productivity data, and vendor pricing. Use historical analytics and CRM information to improve forecasting and responsible bid-win performance. Track bid activity, hit rates, opportunity quality, and estimating department performance. Understand and apply compliance, participation, and diversity requirements for federal, state, DOT, and municipal contracts. Develop strategies for meeting applicable contractual participation goals. Establish and audit document-control standards for electronic and hard-copy bidding records. Develop internal bid milestones that support complete and timely proposal submission. Maintain 100% accuracy regarding customer bid deadlines and proposal due dates. Develop and maintain standardized proposal language, scope clarification, and inclusion and exclusion matrices. Lead quantity takeoffs, pricing analysis, scope reviews, and subcontractor and supplier solicitation. Build and maintain strategic relationships with specialty contractors, vendors, and suppliers. Obtain competitive pricing, reliable scope coverage, and timely resource commitments before bid submission. Coordinate regularly with project management and field supervision regarding labor rates, productivity, material costs, vendor performance, and construction methods. Participate in post-award budget development with the General Manager and Project Manager. Transfer complete estimate data, assumptions, scope details, productivity expectations, schedule information, and commitments into the corporate budget process. Participate in internal project handoff meetings between estimating, project management, and field installation teams. Clearly communicate customer requirements, scope, schedule, budgets, resources, risks, exclusions, and estimating assumptions. Support project teams with estimating clarification and cost information after award. Promote safety, continuous improvement, accountability, and professional development throughout the estimating department.

$100,000-$150,000 annual salary

REQUIRED QUALIFICATIONS

Minimum of 10 years of electrical construction estimating experience. REQUIRED Minimum of five years of electrical estimating leadership or management experience. REQUIRED Extensive unit-price estimating expertise. REQUIRED Experience estimating DOT, aviation, federal, state, military, municipal, or similar public infrastructure contracts. REQUIRED Proficiency with lump-sum estimating. REQUIRED Proficiency with cost-plus estimating. REQUIRED Proficiency with hard-bid estimating. REQUIRED Proficiency with guaranteed maximum price estimating. REQUIRED Proficiency with design-build estimating. REQUIRED Proficiency with time-and-material estimating. REQUIRED Demonstrated success estimating electrical construction projects valued up to $20 million. REQUIRED Experience building, managing, and mentoring an estimating team. REQUIRED Ability to establish standardized estimating and preconstruction procedures. REQUIRED Experience developing and maintaining estimating databases and historical cost information. REQUIRED Experience leading bid strategy and go/no-go evaluations. REQUIRED Ability to read and interpret plans, specifications, prime contracts, subcontracts, scopes, schedules, and bidding documents. REQUIRED Ability to identify financial, operational, contractual, scheduling, and performance risks. REQUIRED Experience developing mitigation strategies for project and bid risks. REQUIRED Familiarity with federal, state, DOT, municipal, compliance, and diversity requirements. REQUIRED Experience establishing and maintaining bid document-control systems. REQUIRED Ability to manage multiple fast-paced bid schedules and meet all proposal deadlines. REQUIRED Proficiency with HCSS HeavyBid, Accubid, Sage Estimating, or comparable construction estimating software. REQUIRED Proficiency with Procore, Fieldwire, or comparable construction project management software. REQUIRED Proficiency with Microsoft Office Suite, including Microsoft Project. REQUIRED Proficiency with Bluebeam. REQUIRED Familiarity with BIM-supported quantity takeoffs using Revit, Navisworks, Bluebeam, or similar technology. REQUIRED Ability to work effectively with estimating, project management, field operations, vendors, subcontractors, customers, and executive leadership. REQUIRED Ability to work occasional evenings, weekends, or holidays when required by bid deadlines.
