JOB SUMMARY

The Accounting Analyst II performs general accounting duties in addition to contributing in a larger role with the budgeting process or grant administration, or both. As a member of the accounting team, the incumbent performs general ledger entries and prepares financial reports in support of operations. Additionally, this position works with department heads regarding budget and accounting functions. Serves as lead resource for high level accounting, grant, and budget issues.

ESSENTIAL JOB FUNCTIONS

General Finance and Accounting Duties Performs accounting functions for the maintenance and integrity of the County’s financial reporting systems to include: General ledger entries, approvals, and other accounting related duties; Monitor and reconcile assigned accounts, to include bank reconciliation; Monitor Reserve Accounts (Accounts that carry over fiscal years); Review of purchase card transactions and reconcile purchase card accounts; Complete payroll and benefit accounting entries and reconciliations; Prepare or create financial reports; Coordinate key areas of annual audit; Maintains fixed assets. Grant Administration & Compliance Coordinates the full lifecycle of federal, state, and private grants including application, implementation, compliance, reporting, and closeout. Develops and maintains grant procedures, tracking tools, and documentation to ensure compliance with grantor and regulatory requirements (including 2 CFR Part 200 where applicable). Reviews and approves grant expenditure allowability prior to obligation or reimbursement. Monitors procurement compliance for grant-funded purchases. Maintains grant compliance logs / obligation tracking. Coordinates grant audit requests and documentation. Provides accounting support for Capital Improvement Projects (CIP). Serves as liaison between departments, auditors, and grantor agencies. Review and support of individual department grant efforts to include: Reimbursement requests, reporting, allowability, cost allocations, and compliance. Budgeting In partnership with the Finance Director, coordinates the annual budget process. Prepares and facilitates monthly budget committee process. Gather information for committee meetings; Enters budget amendments and transfers. Monitor expenses compared to budget. Coordinates with all departments budget needs. Calculate and report maintenance of effort requirements. Advanced Accounting & Financial Analysis Performs bank and other complex reconciliations, financial reviews, and compliance monitoring. Maintains and reviews financial records in accordance with GAAP, GASB, and regulatory requirements. Performs financial analysis and supports budget preparation and forecasting. Assists with preparation of Annual Comprehensive Financial Report (ACFR) schedules and audit documentation. Monitors fixed asset program and maintains work file for the fixed assets process. Assists with exploring and integrating upgrades, modifications, and implementation of various financial computer system modules, databases and applications used in the accounting department. Participates in continuous improvement teams as necessary; to include budget process, close out procedures, financial data system software upgrades and integration. Participate in financial software training days and one on one training as needed to ensure the success of the department. Runs routine and ad-hoc queries and reports; assists in preparing presentations for the accounting team and budget process. Pulls relevant information from electronic databases and publishes as needed. Sets up spreadsheets by writing formulas and functions to facilitate the processing of accounting information. Schedules automated queries in electronic databases as required. Operational & Departmental Support Provides backup support for Accounting Analyst III as needed. Supports Accounting Analyst I and Accounting Technician with research and provides direction for complex issues. Provides backup support for payroll, accounts payable, and other finance functions. Maintains accounting records within the ERP/financial systems. Evaluates internal controls related to grants and financial compliance Perform special projects and other miscellaneous job duties as assigned.
