Under supervision, to operate a City jail facility; ensure the safety and well-being of inmates and arrestees; and perform related work as required.

Essential Functions
Safeguards the proper custody and care of inmates and arrestees, addressing medical needs, sanitary living conditions, proper diets, and legal assistance as required by law; receives, searches, books, and releases prisoners; physically controls and restrains uncooperative prisoners using approved techniques; performs tasks within policy guidelines, established procedures, directives, and applicable local, state, and federal laws; conducts local and outside agency checks for outstanding wants or warrants of arrestees using fingerprint systems and law enforcement databases; fingerprints and photographs prisoners; checks-in and releases personal property; routinely inspects the jail to ensure that the security, cleanliness, and general maintenance of the facility is maintained; supervises prisoner visitation; transports prisoners to and from courts, line-ups, cells, and other locations; performs functions related to court arraignments; prepares and serves meals for prisoners; prepares and maintains records and reports, both manually and electronically; provides information and other non-enforcement police services to the public; makes referrals or otherwise handles public inquiries; operates modern office equipment including, but not limited to computers with related software; operates a police radio, Live Scan fingerprint system, and other specialized clerical law enforcement equipment; performs routine clerical functions related to the jail facility and persons in custody; uses personal protective equipment (PPE) when appropriate; uses a self-contained breathing apparatus (SCBA) for emergency rescue or evacuation; works various shift assignments; works overtime with little or no notice; performs related duties as required; drives on City business.

Minimum Qualifications
Employment Standards:


Knowledge of law enforcement standards, laws, and regulations regarding the detention and care of prisoners; safe operation of motor vehicles; spelling, grammar, and punctuation.

Skill in working with various segments of the population, defusing highly emotional and stressful situations; discerning dangerous situations; exercising safe, operating modern computers and related software.

Ability to follow written and oral instructions; learn, comprehend, and apply departmental policies and rules, laws, and other regulations; maintain security, control, and custody of prisoners in a jail facility; communicate effectively, both orally and in writing; operate a police vehicle safely; learn Live Scan and ink fingerprinting processes; properly use PPE and SCBA; learn and utilize proper safety practices; effectively supervise activities of prisoners; prepare, maintain, and accurately complete records; read and accurately document text and statistical information; operate a typewriter, fax, copier, police radio, and other specialized clerical police equipment; apply first aid and artificial resuscitation; establish and maintain effective working relationships with supervisors, fellow employees, and the public.

Education/Training: Graduation from high school or equivalent.

Special Conditions & Requirements: At least 18 years of age at time of appointment. Employees in this classification will be required to comply with the American National Standards Institute's requirements on Practices for Respiratory Protection; possess and maintain physical condition required to perform essential functions of the classification which include the physical ability to lift, pull, lower, and carry irregularly-shaped items and items weighing up to 50 pounds; bend in all directions; climb stairs and ladders; stoop; kneel; reach; twist; squeeze with arms and hands; stand for extended periods of time.


License & Certificates: A valid California Class "C" driver's license or equivalent at time of appointment; valid Cardiopulmonary Resuscitation (CPR), Communicable Disease, and First Aid Certificates from authorized providers, as determined by the Management Services Department, within one month of appointment; a California Board of State and Community Corrections (BSCC) approved Adult Corrections Officer Core training course within one year of appointment. All required licenses and certificates must be maintained throughout employment in this classification.

RECRUIT JAILER ACADEMY Candidates who are hired must attend an 8-12-week Recruit Jailer Academy. Candidates are required to wear a uniform. This Academy includes an academic curriculum, physical fitness training, and training in defense tactics and control holds for use on especially combative arrestee. During the Academy, physical training will include strength training, endurance runs, calisthenic exercises, and stair climbing. (It is important that you begin your physical fitness training during the selection process, well before you enter the Academy.) BOOKING Jailers are responsible for booking arrestees, some of whom are combative or otherwise uncooperative, by photographing and fingerprinting them and checking physical characteristics such as tattoos and scars. This process also involves obtaining detailed information from arrestees, reading documents, verifying data, and entering it into the computer. When arrestees are combative, it also involves physically subduing or otherwise restraining them. PHYSICAL CONTACT Jailers are in physical contact with arrestees to escort them to and from various locations, administer first aid or CPR, intervene in suicide attempts, and to gain control of fighting, combative, or otherwise resistant arrestees. Jailers distribute food to arrestees in cells. Food may be delivered through a slot in the door to help prevent it from being hurled or spat at others. SEARCHES Jailers must conduct physical searches of arrestees to protect the safety of jail personnel and others. They conduct a "pat- down search" by maintaining control of arrestees with one hand and, with the other hand, reaching around their body and feeling for weapons, contraband, or other prohibited items. Jailers must conduct a "strip-search" of arrestees that includes visual examination of body cavities when there are certain charges against the arrestee. SECURITY AND SAFETY Jailers must observe and record the number of arrestees every 30 minutes to assure all arrestees are present and are not in medical distress. Jailers must observe certain arrestees who are placed in a cell for their health and wellbeing every 15 minutes and record arrestee's behavior such as verbal combativeness, potential suicide, or neurotic or otherwise destructive behavior, for Jailer safety.I read, understand, and am willing to perform this activity:

Jailers must monitor arrestees for indications of any illegal, destructive, or otherwise inappropriate activity (such as fighting, damaging property, throwing food, intentionally flooding toilets, or smearing their own excrement around the cell or onto surveillance cameras) in order to prevent, stop, or report any suspicious activity to supervisors and other Jailers.I read, understand, and am willing to perform this activity:

EMERGENCY RESPONSE Jailers are required to carry non-lethal weapons, such as pepper spray to be able to use nonlethal force. Jailers must respond immediately and be ready to assist at the scene of any emergency in the jail such as "man down," "officer needs help," or "fight in progress." Jailers call the watch commander, dispatch who alert paramedics to any medical emergency in the jail, and, while waiting for them to arrive, administers first aid, cardio-pulmonary resuscitation (CPR), and/or uses automated external defibrillator (AED) and takes all other life-saving steps possible. RECORD KEEPING Jailers type on a desktop computer keyboard to complete documents such as: booking and livescan processes, "promise to appear" notices, arrestee property listings, notes of arrestee cell movement, cell inspection forms, and logs of keys. Jailers answer telephone calls and questions from the public, arrestee family members, lawyers, bondsmen, and others regarding those being detained. Jailers receive cash, count for accuracy, and fill in forms to complete the bail bond process. WORK SHIFTS Work shifts are scheduled to cover a 24-hour day, 7-days per week operation. Jailers may be scheduled on either a day or night 12 hour and twenty-minute work shift, which includes weekends and/or holidays.
