Job Summary

The Senior Manager of Community Compliance provides strategic and operational leadership for the Community Compliance function, ensuring timely, consistent, and effective resolution of HOA and municipal compliance matters. This role is responsible for team performance, operational efficiency, compliance quality, risk management, and continuous improvement.

The Senior Manager leads managers, supervisors, and compliance professionals while partnering with Property Management, Operations, Legal, Finance, Technology, and other stakeholders to resolve complex issues, improve processes, and ensure compliance standards are consistently met.

Duties and Responsibilities

• Provide strategic and operational leadership for the Community Compliance function.
• Lead, develop, and coach managers, supervisors, and compliance team members.
• Establish departmental goals, performance expectations, service standards, and operating priorities.
• Oversee HOA and municipal compliance processes, ensuring timely resolution of violations, applications, permits, registrations, and escalated matters.
• Monitor key performance indicators, including resolution timelines, backlog, case volume, productivity, service levels, and escalation trends.
• Use data and operational insights to identify risks, improve performance, and support staffing and resource decisions.
• Develop and implement process improvements that increase efficiency, quality, scalability, and resident satisfaction.
• Oversee compliance audits, quality assurance initiatives, documentation standards, and risk mitigation efforts.
• Serve as a senior escalation point for complex compliance matters and resident disputes.
• Partner cross-functionally to resolve issues, improve workflows, implement technology solutions, and support organizational initiatives.
• Ensure compliance with applicable HOA regulations, municipal requirements, company policies, and service standards.
• Foster a culture of accountability, collaboration, continuous improvement, and exceptional service.
• Provide regular operational reporting, recommendations, and insights to senior leadership.
• Perform other duties and special projects as assigned.

Qualifications and Experience

• 5–8+ years of progressive experience in property management, community compliance, HOA operations, municipal compliance, or a related field.
• 3–5+ years of progressive leadership and people-management experience.
• Strong knowledge of HOA regulations and municipal compliance processes.
• Demonstrated experience leading complex, high-volume operations and managing multiple priorities.
• Proven ability to use KPIs and data to drive performance and operational decisions.
• Strong process improvement, problem-solving, analytical, and decision-making skills.
• Excellent written and verbal communication skills with the ability to influence and collaborate across departments.
• Proficiency with Microsoft Office, including Outlook, Word, and Excel; experience with property management or compliance systems preferred.
• Ability to work effectively in a fast-paced environment while maintaining a strong focus on service, quality, and compliance.
• High School diploma or equivalent. Bachelor’s degree: Business Administration, Real Estate Management, Property Management, or Other related field, preferred.
• Experience managing compliance across multiple properties in different regions is strongly preferred.

• Reliably accessible via phone and/or email, except during approved time off.
• Proficient in MS Word, Excel, Adobe and Outlook, and the ability to learn other programs/software.
• Must be available to work evenings, weekends, and non-traditional holidays, as needed.

• Ability to tolerate stressful situations and manage same effectively to resolution
