Building Inspector IV

Responsibilities Perform rule‑specific inspection activities in the review of plans and inspections of new building projects, alterations, and repairs, enforcing a variety of codes, ordinances, and established standards to achieve compliance. Depending on qualifications, incumbents may be assigned to any four, or any combination of the following inspection discipline areas: Building Specialty Inspection Plumbing/Mechanical Specialty Inspection Electrical Specialty Inspection Roofing Combination Inspection Residential Combination Inspection Multi‑Family Residential and Light Commercial Combination Inspection Residential Combination & Structural Plan Review Non‑Structural Building Plan Review Plumbing/Mechanical Plan Review Electrical Plan Review Project Management Enforcement Case Management Building Specialty Inspection assignments focus on inspections of residential and commercial construction, ensuring compliance with applicable methods, practices, materials, codes, ordinances, and policies. Plumbing/Mechanical Specialty Inspection assignments focus on inspections of residential and commercial construction, ensuring compliance with plumbing and mechanical practices and regulations. Electrical Specialty Inspection assignments focus on inspections of residential and commercial construction, ensuring compliance with electrical codes and requirements. Roofing Combination Inspection assignments are incidental to roofing work but may include building, plumbing, mechanical, and electrical inspections. Residential Combination Inspection assignments include building, plumbing, mechanical, electrical, and roofing inspections on one, two, and three family residences. Multi‑Family Residential and Light Commercial Combination Inspection assignments cover building, plumbing, mechanical, electrical, and roofing inspections on multi‑family and commercial buildings qualifying for Light Commercial Inspectors. Residential Combination & Structural Plan Review assignments involve reviewing all building plans and supporting materials for one‑ to three‑family dwellings, preparing correction notices, and inspecting complex installations to support fast‑track construction. Non‑Structural Building Plan Review assignments review complex commercial and multi‑family plans, prepare correction notices, and assist with other inspections disciplines. Plumbing/Mechanical Plan Review assignments review all plumbing and mechanical plans and permits, prepare correction notices, and assist with inspections. Electrical Plan Review assignments review all electrical plans, prepare correction notices, and assist with inspections. Project Management assignments develop and administer contracts for construction or plan review, coordinate approvals, permits, and inspections, and manage projects from conception to completion. Enforcement Case Management assignments investigate complaints, manage demolition or repair contracts, and coordinate with agencies. Supervision Identify and enforce a variety of codes, ordinances, and standards violations. Inspect work products and materials for conformance with plans and specifications. Read and interpret building construction plans, specifications, and codes. Prepare and maintain reports. Confer with architects, engineers, contractors, builders, homeowners, tenants, and the public to explain requirements and keep records. Enter information into the Automated Permit System and perform related computer tasks. Perform basic plan review, routing, and project management activities, issue permits, and calculate fees. Identify illegal construction activity and issue violation notices. Perform case or project management activities as required. Qualifications Knowledge of Methods, practices, and materials used in construction work pertaining to the relevant inspection discipline. Proper inspection techniques to examine work products and materials. Data entry and information retrieval from various computer systems. Safety rules, regulations, and practices applicable to construction areas and office spaces. Codes, ordinances, and policies applicable to the relevant inspection discipline(s). Ability to Read and write English proficiently. Apply technical knowledge and proper inspection techniques. Recognize correct installations, detect defects, and check compliance. Read and interpret plans, specifications, and codes. Maintain effective relationships with staff, engineers, architects, contractors, tenants, owners, and the public. Operate a motor vehicle. Operate a personal computer and electronic devices. Lift, carry, push tools, equipment, supplies, and plans up to 50 lb. Work in confined spaces, climb ladders, and handle power and noise‑producing equipment. Work in all weather conditions. Serve on‑call and work after hours, weekends, and holidays. Provide customer service with a professional and sincere attitude. Education and Experience Completion of 12th grade or GED certificate. Either Two (2) years experience performing duties as a Building Inspector with the City of Sacramento, or Three (3) years experience performing comparable duties with another municipality or county government agency. Special Qualifications Valid California Class C Driver License. Certification from an approved certifying organization in the specific discipline(s) within one year of appointment. Maintenance of required certifications is a condition for continued employment. Proof of Certification Proof of certification and/or license must be submitted with application and will be required at time of appointment. Probationary Period Employees must complete 12 months of probation at a satisfactory performance level. Discipline‑Specific Requirements Building Specialty Inspection Knowledge of building construction methods, materials, codes, and ordinances. Ability to inspect complex installations. Three years of journey‑level craft experience in Building (structural) or related discipline; certification by I.C.B.O. or other approved organization. Plumbing/Mechanical Specialty Inspection Knowledge of plumbing and mechanical construction practices. Ability to inspect complex installations. Three years of journey‑level craft experience; certification by I.C.B.O. in both plumbing and mechanical categories. Electrical Specialty Inspection Knowledge of electrical construction practices. Ability to inspect complex installations. Three years of journey‑level craft experience; certification by I.C.B.O. in the Electrical Inspector category. Roofing Combination Inspection Knowledge of roofing materials and related disciplines. Ability to recognize correct roofing installation and inspect complex systems. Three years of journey‑level craft experience; certification by I.C.B.O. as a Building Inspector, completion of roofing inspection training; certification by the Chief Building Official. Residential Combination Inspection Knowledge of residential construction practices. Ability to recognize correct installation of all building systems. Certification by I.C.B.O. as a Combination Dwelling Inspector with approved training program; one year of relevant experience or completion of city training program. Multi‑Family Residential and Light Commercial Combination Inspection Knowledge of multi‑family and commercial construction practices. Ability to recognize correct installation of all building systems. Certification by I.C.B.O. in Commercial Combination, Building, Mechanical, Plumbing, and Electrical Inspector categories; approved training program. Residential Combination & Structural Plan Review Knowledge of residential construction drawings and codes. Ability to read and interpret plans, calculate fees, and use automated permit systems. Certification by I.C.B.O. in combination dwelling and building inspector categories; approved training program. Non‑Structural Building Plan Review Knowledge of commercial construction drawings, life safety, and related codes. Ability to read and interpret plans, calculate fees. Certification by I.C.B.O. in Plans Examiner and building inspector categories; approved training program. Plumbing/Mechanical Plan Review Knowledge of commercial plans and plumbing/m mechanical installations. Ability to read and interpret plans, calculate fees. Certification by I.C.B.O. in plumbing and mechanical inspector categories; approved training program. Electrical Plan Review Knowledge of commercial plans and electrical installations. Ability to read and interpret plans, calculate fees. Certification by I.C.B.O. in Electrical Inspector category; approved training program. Project Management (Public or Private Buildings) Knowledge of contract management and construction purchasing. Ability to monitor contractor compliance and manage complex projects. Recognition by the Public Works Department or Chief Building Official. Enforcement Case Management Knowledge of search, seizure, and citation principles. Ability to enforce regulations, investigate complaints, and maintain case records. Recognition by the Neighborhoods Department or Building Official; PC 832 Certification or AACA Housing Enforcement Officer certification; training in investigative techniques.
