Instrumentation & Controls (I&C) Technician I

This is an advanced technical position that supports the maintenance, inspection, testing and calibration of Agency equipment to ensure production of quality water.Employees in this position have the knowledge, skills and abilities to maintain and program programmable logic controllers; maintain, inspect, test and calibrate flow meters, generators, uninterruptable power supplies, variable frequency drives, chemical gas sensors, and chemical feed systems.This position is a critical component of the team that maintains the Agency's Supervisory Controlled and Data Acquisition (SCADA) network. Water Production Roles: Serves as a support to staff in: Researching methods for improving the Agency in support of the mission, vision and values. Developing and reviewing Agency plans and improvements that support the Agency mission, vision and values. Engineering, Operations, Construction, and other departments as requested. Seek ways to continuously improve processes. Essential Functions Inspect, test, maintain, repair and calibrate chemical feed control systems. Inspect, test, maintain, repair and calibrate variable frequency drives (VFDs). Inspect, test, maintain, repair and calibrate Uninterruptible Power Supply (UPS) systems. Inspect, test, maintain, repair and calibrate generator backup power systems. Inspect, test, maintain, repair and calibrate gas sensors. Inspect, test, maintain, repair and calibrate flow meters. Inspect, test, maintain, repair and calibrate critical process controllers. Programming Programmable Logic Controllers (PLCs) Performs preventive and corrective maintenance of agency equipment. Programming, configuration and troubleshooting of instrumentation communications. Reviews plans and specifications for correct instrumentation and communications. Operates advanced test equipment such as Ultrasonic Flow Meters, Optical Time Domain Reflectometer, oscilloscope, Thermographic imaging camera, power analyzer and other specialized test equipment. Installs upgrades and enhancements to the Agency's automation systems. Designs, installs, modifies and documents new and existing control circuits. Coordinates with the SCADA administrator on changes to the SCADA system. Maintains, troubleshoots and repairs the Agency SCADA system. Interprets and ensures compliance with established codes, safety regulations, and government regulatory requirements concerning Agency equipment. Supervises contractors/vendors performing related technical work. Reviews and assists in developing specifications for agency equipment. Performs pre and post assessments in support of well mitigation activities. Attends and participates in Agency safety training program and maintains proficiency with respirator use, CPR and first aid, forklift and manlift safety, confined space procedures, electrical safe work practices, lockout/tagout procedures, chemical safe handling and personal protective equipment (PPE) use, trenching and shoring procedures, and traffic safety. Uses Computerized Maintenance Management Software (CMMS) to document work effort. Participates in cross training program. Complete work according to guidelines provided by the Scheduler/Planner when applicable. Participation in on-call program is required (after manager approval). Employee may be required to perform other related duties to meet the ongoing needs of the organization. Observes Safety Policies and Procedures in accordance with the Agency Safety Program. Performs related work as directed. Disaster Service Worker:Employees of Tampa Bay Water are, by State and Federal law, Disaster Service Workers. In the event of a declaration of emergency, any employee may be assigned activities that promote the protection of public health and safety or the preservation of lives and property, either at the Agency or within the local or their own community. Minimum Qualifications
MINIMUM TRAINING AND EXPERIENCE:
Two (2) years' experience OR an equivalent or greater combination of education, training and experience in industrial mechanical maintenance, preferably in water infrastructure maintenance, which demonstrates exceptional skills and knowledge. Basic understanding of NEC and NFPA 70E Preferred Training and Experience: Experience programming Allen Bradley, Modicon or Automation Direct logic controllers and discrete process controllers is preferred.EDUCATION REQUIRED:
A high school diploma/GED; or Vocational or trade school degree in electronics (2 years+ program) or A.S. in electronics; or An equivalent or greater combination of education, training and experience in industrial mechanical maintenance, preferably in water infrastructure maintenance, which demonstrates exceptional skills and knowledge.REQUIRED LICENSES AND CERTIFICATIONS:
Valid Driver's License Preferred Licenses and Certifications: Ultrasonic flow meter testing certification, or ability to obtain within 12 months.REQUIRED WITHIN ONE YEAR OF START DATE:
CPR and first aid training and certification Confined space training Electrical Safe Work Practices (ESWP) training Lock out/tag out training Arc flash training Chemical safe handling and PPE use MINIMUM STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS: Physical Abilities:Tasks involve the ability to exert medium physical effort which may involve some lifting, carrying, pushing and/or pulling of objects, and materials of medium weight (30-50 pounds).Tasks may involve extended periods of time at a keyboard or work station. Sensory Abilities:Some tasks require visual perception and discrimination. Environmental Requirements:Tasks are regularly performed without exposure to hazardous environmental conditions, equipment and work environments.Some tasks are completed in hazardous indoor work environments that will be posted or designated and employees are required to comply with all applicable safety requirements while working in those designated areas. Some tasks are completed outdoors where employees may be exposed to physical hazards characteristic of an outdoor work environment.
