Experience Required: Minimum 5 7 years of relevant experience managing complex education data, assessment, growth, or accountability projects at the state or multi-state level.

Job Summary
Serve as the primary project contact for IDOE and provide overall project coordination, schedule management, stakeholder communication, risk and issue management, and delivery oversight. Manage statewide assessment data, growth analyses, secure data workflows, technical deliverables, recurring stakeholder meetings, and coordination with IDOE and incumbent technical partners.

Key Responsibilities

• Serve as the primary project contact for IDOE.
• Manage project scope, schedules, milestones, dependencies, risks, issues, and deliverables.
• Develop and maintain the project plan and fully traced schedule covering deliverables and milestone dates.
• Provide the project plan to IDOE within 15 business days of contract execution.
• Facilitate the project kickoff meeting and establish communication and workflow expectations.
• Prepare kickoff agendas and meeting minutes within required timelines.
• Establish and facilitate bi-weekly project status meetings and additional project check-ins as needed.
• Prepare status-meeting agendas, risk and issue logs, follow-up assignments, decisions, open items, owners, and due dates.
• Coordinate secure data workflows, data inputs, analysis windows, technology/platform access, and project dependencies.
• Coordinate technical and business stakeholders, including IDOE staff, psychometricians, statisticians, and data scientists.
• Oversee delivery of technical reports, analytic outputs, documentation, source code, presentations, communication materials, and other contract deliverables.
• Support knowledge transfer and training activities for IDOE staff.
• Maintain effective stakeholder communication and ensure timely escalation and resolution of project issues.
• Support quality assurance, validation, and delivery-readiness activities.
• Coordinate with incumbent vendors and technical partners to support methodological and operational continuity.
• Ensure project documentation is properly maintained and submitted in required formats.

Required Qualifications

• Bachelor's degree in Project Management, Business Administration, Information Technology, Education, Data Science, or related field.
• 5 7 years of experience managing complex education data, assessment, growth, or accountability projects at the state or multi-state level.
• Experience working with secure student-level or FERPA-protected datasets and secure data workflows.
• Experience coordinating statewide or enterprise-level projects involving assessment data, growth analyses, or accountability systems.
• Strong familiarity with state education agency operations, including data validation procedures, reporting timelines, and compliance requirements.
• Experience preparing technical documentation, meeting materials, and stakeholder communications involving complex analytical concepts.
• Experience collaborating with psychometricians, statisticians, data scientists, and other technical experts.
• Ability to manage projects involving statistical methods, secure data transfers, and multi-stage deliverables.
• Experience supporting statewide growth models, accountability systems, or large-scale educational measurement initiatives.
• Experience facilitating knowledge transfer to state education agency personnel.
• Strong project coordination, communication, schedule-management, and stakeholder-management skills.
