Software Application Developer

Under the direction of the Information Technology Manager I, the incumbent acts as a software engineer with expertise in application development using Java/J2EE technologies. The incumbent is responsible for the analysis, design, coding, testing, documentation, and implementation of highly complex, internally developed applications for the California State Legislature within the Architected Services Division.
The incumbent provides advanced expertise in systems analysis and Software Development Life Cycle (SDLC) processes. The incumbent is responsible for complex projects and serves as a subject matter expert in the use of emerging technologies to enhance and support internally developed products and develop new applications.
The incumbent performs moderate to high-level data-processing problem analysis, database design, and technical consulting for the Legislature and Office of Legislative Counsel (OLC) customers across all environments.
The incumbent assesses technical solutions to ensure adherence to established infrastructure standards and alignment with the Legislative Data Center's (LDC) Enterprise Architecture, including the supportability, reliability, and performance of Oracle database infrastructure systems.
The incumbent works independently, as a team member, and/or as a team lead for information technology specialists assigned to complex projects of varying risk. These projects involve highly visible and mission-critical computer systems that support the business requirements of the California State Legislature and legislative support organizations.
The incumbent may be required to carry a mobile device during core business hours and off-shift hours, including evenings, weekends, and State holidays, to respond to after-hours calls.

Department Information
The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• A bachelor's degree in Computer Science (or closely related field) from an accredited University.
• Demonstrated experience working with middleware technologies such as WebLogic, Glassfish, JBoss, or Tomcat.
• 3+ years of experience developing or supporting Java J2EE based web applications, Interface technologies utilizing the Oracle database.
• Experience with J2EE, JSP, EJB, Struts, JSF PrimeFaces, UNIX, HTML, CSS, JavaScript (DOM manipulation), RESTful API, JSON, and XML.
• Experience with publishing tools and technologies, such as QuickSilver (QS), XPP, LISP programming.
• Experience with DevOps, source control (Github), deployment processes, IIS web configurations, and information security.
• Experience using modern IDEs, configuration management tools, and TOAD/SQL Developer tools.
• Experience in writing complex SQL and PL/SQL functions, procedures, views, triggers, and advance queues to solve business problems.
• Experience with performing systems analysis and performance tuning (Oracle Database 19c, WebLogic, Oracle Application Server, PL/SQL code tuning, etc.).
• Knowledge of shell scripting and web application administration.
• Knowledge of legislative calendar and workflow process.
• Ability to develop complex detailed specifications that result in new application functionality.
• Excellent verbal and written communication skills, including the ability to produce information technology documentation.
• A strong history of successful customer service and support with a passion to meet the dynamic needs of external and internal customers.
