Job Description
Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job; however, any additional duties will be reasonably related to this class.
SUMMARY DESCRIPTION

Plans, organizes, and oversees the purchasing, bidding, and surplus of material, equipment, supplies, and services necessary for the District.
SUPERVISION RECEIVED AND EXERCISED

Receives limited direction from appropriate supervisor; refers only unusual decisions to supervisor. May provide technical and functional direction to assigned student workers.
DISTINGUISHING CHARACTERISTICS

The Purchasing Agent classification is distinguished from the Purchasing Technician classification in that employees at this level perform the most difficult and responsible types of work such as duties related inventory, bid development, and construction projects.
REPRESENTATIVE DUTIES

The following duties are typical for this classification.
  1. Performs a variety of duties involved in the acquisition of supplies, equipment, materials, and services for District departments and operations; assists and make recommendations on products and services; ensures all purchasing activities comply with policies, procedures, rules, and regulations.
  2. Develops bid documents and specifications for supplies, equipment and services; establishes dates for the legal advertisement of bid openings, job walks, pre-bid conferences and preconstruction job walks; receives and reviews bids; makes recommendation for the award of bid; maintains bid books for compliance with legal and audit requirements
  3. Provides information and assistance to faculty and staff regarding purchase of materials, equipment, and supplies; resolves problems or complaints between suppliers, manufacturers, and the District.
  4. Reviews requisitions for proper budget and audits for proper coding; checks for completeness of contract documents; determines if requests comply with Ed Codes and other legal requirements; recommends corrective action when necessary.
  5. Assists in maintaining a supplier database.
  6. Assists in the coordination of the District procurement card program and corporate account programs.
  7. Maintains the fixed asset inventory in conjunction with warehouse personnel ensures all capital items are accounted for.
  8. Explores alternative sources where major cost savings can be obtained.
  9. Prepares agenda items recommending the award of bid and summary of bidders.
  10. Oversees the sale of surplus property; reports the surplus of equipment for all sites for Board approval.
  11. Conducts interviews with suppliers regarding purchasing materials, and review specifications.
  12. Creates and maintains a variety of records and reports.
  13. Performs other duties related to the primary job duties.

Qualifications
Education/Training: Equivalent to the completion of high school supplemented by twenty-four (24) units of college level course work in procurement, business or a related field.


Experience: Four (4) years of increasingly responsible technical purchasing experience, preferably within a public agency.

Desired Qualifications:
  • Two years (2) experience in mapping of object codes to purchase types for correct funds charge and budget management.
  • Two years (2) experience in managing procurement processes in strict compliance with statutory bid limits and formal competitive bidding thresholds.
  • One (1) experience in successfully executing cooperative purchasing agreements such CMAS and piggybacking

Employment Requirements
The person selected for hire will be required to complete the following pre-employment requirements:
  • Submit to and successfully pass DOJ live scan/fingerprinting. Cost of live-scan services to be borne by candidate.
  • Sealed official transcript(s) in envelope from institution or electronic copies emailed directly from institution (for positions with higher education requirement)
  • Tuberculosis (TB) risk assessment

Vision Benefits - Vision coverage is provided through EyeMed (offered at no cost)

CASH IN LIEU BENEFIT
The district offers a taxable $250 monthly stipend to a benefits eligible employee who waives medical coverage under SBCCD's group plan because that employee has other group coverage (e.g., a spouse's plan, parents' plan, or other employer's plan).

LIFE INSURANCE
Term Life and Accidental, Death & Dismemberment (AD&D) Insurance - The district provides a $50,000 basic term life insurance policy and $50,000 of basic accidental death and dismemberment (AD&D) policy. The district pays the full cost of this coverage. Coverage is automatic and effective on the first of the month after your date of hire. Employees are also provided opportunity to enroll in optional term life and AD&D policies for themselves as well as spouse/domestic partner and children.

VOLUNTARY BENEFIT PLANS
The district partners with American Fidelity to administer the district's voluntary benefit plans which include:
  • Disability insurance
  • Cancer insurance
  • Accident insurance
  • Flexible spending accounts
PRE-TAX RETIREMENT SAVINGS PLAN - As a district employee, you have two voluntary retirement savings plans available to you, which allow you to invest pre-tax dollars to supplement your CalPERS Retirement Plan benefit. They are a 403(b) plan or 457(b) plan.
You may participate in one or both of the plans. Each is governed by a different section of the IRS Code resulting in different rules and provisions. SchoolsFirst Federal Credit Union is the districts third party administrators for all retirement savings plans.


RETIREMENT PLANS
CalPERS Retirement Plan - The California Public Employees Retirement System (CalPERS) is a defined benefit retirement plan that provides lifetime benefits based on members' years of service, age, and final compensation. Full-time employees in non-academic positions appointed for at least six months, or part-time employees working at least 50% and appointed for at least one year, are automatically enrolled in the CalPERS retirement plan. Depending on hire and/or membership date, employees are placed in one of two membership categories: Classic or PEPRA. For more information on CalPERS:

Depending on hire and/or membership date, employees are placed in one of two membership categories.
