Pay: $30.69 - $35.90 Job Summary Performs professional and technical geographic information systems (GIS) work in support of the County's Stormwater Utility and Municipal Separate Storm Sewer System (MS4) program. Responsibilities include stewarding stormwater infrastructure and outfall data; incorporating new-development assets from as-built records; supporting impervious-area, parcel, subdivision, and condominium analysis; integrating inspection, compliance, maintenance, and information from the County's asset and work management system; and producing maps, dashboards, reports, and data products for program operations and decision-making. Essential Duties and Responsibilities The following essential job functions are not intended to serve as a comprehensive list of all duties performed, only a representative summary of the primary duties and responsibilities. The Analyst may be required to perform additional, position-specific duties. Serves as GIS data steward for the Stormwater Utility/MS4 program and maintains authoritative stormwater datasets within the County Enterprise GIS. Develops, maintains, and documents geodatabase feature classes, attributes, relationships, domains, metadata, and editing procedures for stormwater infrastructure and related program data. Maintains and improves the inventory of stormwater conveyances, inlets and catch basins, culverts, pipes, ditches and swales, retention and detention facilities, structural controls, and other assigned assets. Reviews as-built plans and related development records and creates or updates GIS features and attributes for newly constructed pipes, ponds, inlets, and other stormwater infrastructure. Develops and maintains the MS4 outfall inventory and map, including unique identification, location, receiving-water information, status, and links to supporting inspection records and photographs. Researches and compiles information from as-built plans, plats, surveys, aerial imagery, permits, field observations, and other County records to create or update stormwater features and attributes. Plans and performs data collection and verification using GIS tools; coordinates access and verification needs with stormwater staff and field crews. Enters, updates, reconciles, and supports the exchange of assigned stormwater asset information between Enterprise GIS and the County's asset and work management system in accordance with approved data ownership and workflow procedures. Configures and supports mobile maps, forms, and data-collection workflows used by program staff and inspectors, and integrates submitted inspection and compliance data with Enterprise GIS. Performs spatial and tabular quality-control reviews to identify missing, duplicate, inconsistent, inaccurate, or unsupported stormwater records and coordinates correction with the responsible data owner. Maintains data documentation and an auditable history of source records, edits, verification status, and quality-control actions for material stormwater datasets. Performs parcel, land-use, service-area, and impervious-area analysis needed to develop, validate, and maintain the technical GIS inputs supporting the stormwater assessment methodology. Creates and maintains subdivision, condominium, common-area, community development district (CDD), and homeowners association (HOA) boundary information needed for stormwater mapping and assessment support. Calculates and documents total impervious area, common-area impervious area, and lot counts within subdivisions and condominiums and prepares GIS-derived inputs used to allocate a proportional share of common-area impervious surface among benefited lots in accordance with the adopted assessment methodology. Associates available CDD or HOA water-management permits and responsibility information with the applicable mapped areas and maintains links to supporting source records. Coordinates with internal County departments to reconcile GIS-derived parcel and impervious-area information with assessment records. Integrates stormwater asset, inspection, illicit-discharge, maintenance, and project information as approved so program staff can locate records and evaluate history by asset or geography. Develops maps, web maps, dashboards, reports, and other graphical and non-graphical products for MS4 reporting, program management, maintenance planning, public information, presentations, and leadership review. Supports data requests and recurring reporting by preparing defensible GIS statistics, maps, and extracts and by documenting methods, limitations, and source dates. Coordinates with internal County Departments, stormwater inspectors, consultants, and other data owners to define and maintain data standards and workflows. Provides technical assistance and to authorized County staff in the use of stormwater GIS applications, mobile workflows, maps, dashboards, and data standards. Develops and maintains procedures, data dictionaries, workflow documentation, cross-training materials, and continuity resources that support knowledge transfer and succession planning for stormwater GIS functions. Assists with emergency response and recovery mapping, and damage-information support as assigned before, during, and after hazardous weather or a state of local emergency. Performs other duties as assigned. Minimum Requirements Bachelor’s degree from an accredited college or university in Geographic Information Systems, Geography, Geomatics, Environmental Science, Planning, Civil Engineering Technology, Information Technology, or a closely related field. Two years of progressively responsible professional experience using GIS for data development, geodatabase maintenance, spatial analysis, quality control, web mapping, or mobile workflows. Experience with Esri ArcGIS applications and enterprise geodatabases. Experience working with utility, public works, environmental, infrastructure, parcel, or local-government GIS data is preferred. Experience with stormwater infrastructure, MS4 data, outfall mapping, impervious-area analysis, or inspection-data integration is preferred. Experience with mobile GIS applications, relational databases, or SQL is preferred. Experience with the County's asset and work management system or a comparable platform is preferred. Valid Florida driver’s license with clean driving record Any combination of education and experience may be substituted, so long as it provides the desired skills, knowledge and abilities to perform the essential functions of the job. Employees may be required to perform duties, including the employee’s normal work function or other emergency support functions as deemed necessary by the County, as assigned before, during and after hazardous weather or state of local emergency. Working Environment and Physical Demands WORK ENVIRONMENT: Work hours are Monday – Friday, 8:00am – 4:30pm, however some after-hours work will be required depending on project load, or outage level. Work is performed in and around County facilities, subject to sitting, standing, walking, bending, reaching, operating equipment, and occasional heavy exertion. Must be able to remain in a stationary position 50% of the time. The worker is subject to inside environmental conditions. The noise level in the work environment is usually moderate. The employee must reach with hands and arms. The employee must talk and hear. There are specific vision abilities required by this job that include close vision, distance vision, color vision, peripheral vision and ability to adjust focus. Speak clearly and concisely in English. The employee must be free from physical impairments that with or without reasonable accommodation would interrupt continuous performance. PHYSICAL DEMANDS: Lifting, carrying, pushing, pulling and holding objects weighing up to 20 pounds with or without assistance.
