SUMMARY

The MRO/MOD Program Manager has overall responsibility for their assigned program. The MRO/MOD Program Manager is the focal point for the Aircraft Maintenance and/or STC Modification program and is the primary customer interface; he or she is accountable for company compliance to the Statement of Work (SOW) and insuring both the customer and the company adhere to the contractual requirements. The MRO/MOD Program Manager monitors and manages the schedule, budget, labor, and material costs under minimal supervision to deliver predictive financial, period of performance and delivered quality results.

ESSENTIAL DUTIES AND RESPONSIBILITIES 

• Lead, manage, coach and train other PMO team members.
• Assist in standardizing Program Management processes; develop practices, policies and templates. 
• Assist the Sales Department by providing input into schedule, cost, resource, and risk projections for proposals.
• Act as Contract and Sales interface for duration of program.
• Assist in reviewing scope of work specifications and provide fact-based input during bids and proposals.
• Responsible for Day-to-Day Contract management of assigned programs.
• Develop and adhere to Program Management process which includes:
• Communication Plan
• Scope of work compliance
• Schedule Development Leadership with subsequent control and administration.
• Estimate to Complete (ETC) and Estimate At Complete (EAC) Forecasts, based on objective evidence (EVM) of all labor, material, services and other direct costs (ODC)
• Cash Flow Analysis; invoice administration 
• Revenue Projections
• Communicate customer expectations, cultural differences, and overall temperament within the Company.
• Chair program kick-off, daily, and weekly program status meetings, as required.
• Provide direct interface with customer for all operations and support departments.
• Coordinate technical inquiries to all levels of program stakeholders and Customers.
• Coordinate and prioritize with Production Lead(s) and Operations Manager(s) to ensure program objectives will be met according to schedule and contract requirements as well as Engineering Lead(s) where new STC level modifications are included in the SOW.
• Chair lessons learned meeting after completion of program - identify strengths, and opportunities for improvement.
• Provide weekly status reports to customer(s) and Program Management Reviews (PMR) to Senior Management which include RISK skyline and controls, schedule compliance, labor, materials and ODC budget, estimate to completes (ETCs)., and Estimate at Complete projections (EACs) for labor / material (ODC) expenditures and as well as project TAT forecasting (schedule compliance forecast and control) for both Operations and Engineering Organizations.
• Coordinate with Repair Station (Part 145) to ensure regulations are adhered to for a valid Certificate of Release to Service (CRS) deliverable to the customer.
• Coordinate with ODA and Certification staff to ensure all FAA and foreign regulatory requirements are met and are communicated to the customer in support of the FAA STC scope if part of the SOW
• Provide strategic direction, oversight, and mentorship to other program managers and project team.
• Develop new business; improve capabilities and product / service offerings to foster relationships with current customers and expand opportunities with potential customers and new markets.
• Standardize Program Management processes; develop practices, policies and templates. 
• Complete initial / recurrent training requirements in a timely manner.
• Other duties may be assigned.

SUPERVISORY RESPONSIBILITIES 

• Overall program oversight and that of assigned team members.
• Some individuals in this role may have direct supervisory responsibilities including the following:
• Lead, manage and directly supervise all assigned staff members. 
• Manage and coordinate the work plan for the assigned staff; set departmental goals; assign work activities, and programs; monitor workflow; meet with staff to identify and resolve problems; review and evaluate work products, methods and procedures. 
• Be accountable for departmental labor budgets and the activities, workflow, work schedules, attendance, and compliance with safety standards and policies for all assigned staff. 
• Participate in candidate selection; provide training, motivation and evaluation of assigned personnel; provide or coordinate staff training; review work output; coach employees to correct deficiencies; promote career development; initiate disciplinary and termination procedures.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the minimum knowledge, skill, and/or ability required. 

• Bachelor’s degree or equivalent combination of education and related technical experience.
• 8 to 10 years industry-related aerospace maintenance and/or planning, modification, and/or on-aircraft engineering and / or certification experience.
• Aircraft maintenance and/or aircraft modification STC projects for transport category aircraft strongly preferred.
• Proficient in Earned Value Management (EVM) with demonstrated experience in applying EVM principles to track program performance, manage budgets, and forecast program outcomes.
• Previous experience in an FAA Repair Station (Part 145) or Interiors Completion Center environment is preferred.
• Effective computer skills; Microsoft Office, Microsoft Project tracking software and other company and discipline specific software applications.
• Must be detail oriented with the ability to multi-task, prioritize and plan work.
• Effective analytical and problem-solving skills.
• Ability and willingness to work extended hours and/or travel, as dictated by program requirements. 

LANGUAGE SKILLS 

• Read, write, and understand the English language. 
• Ability to read, write, analyze and interpret technical procedures and manuals.

CERTIFICATES, LICENSES, REGISTRATIONS 

• Project Management Professional Certification (PMP) strongly preferred.
