Pay Grade(s): 12-14 ($79,306.50-$95,979.00 + DOE)

Purpose: The Grants and Restricted Revenue Assistant Manager supports the financial administration, accounting, reporting, and compliance of Tlingit & Haida’s grants and restricted funding. Under the direction of the Grants and Restricted Revenue Manager, this position oversees day-to-day grant accounting activities, financial reconciliations, reporting, and assigned staff. The Assistant Manager works closely with Finance staff and program managers to ensure accurate financial records, timely reporting, and compliance with grant requirements, Tribal policies, and applicable regulations.

Essential Functions. An individual in this role must be able to perform the following functions with or without reasonable accommodation:

· Support the day-to-day administration and accounting of grants and restricted funding in accordance with applicable funding requirements, Tribal policies, and financial procedures.

· Prepare and review monthly, quarterly, annual, and closeout financial reports for funding agencies and internal stakeholders.

· Monitor grant budgets, expenditures, revenues, and account balances to ensure accuracy and appropriate use of funds.

· Reconcile grant and restricted revenue accounts, subsidiary records, and general ledger activity; research and resolve discrepancies and prepare necessary adjustments.

· Review trial balances and financial activity for accuracy, completeness, and compliance with applicable reporting requirements.

· Maintain supporting financial documentation and records necessary for grant reporting, monitoring, audits, and closeout activities.

· Analyze financial data and prepare reports regarding grant balances, expenditures, budget variances, and overall financial status.

· Communicate with program managers and Finance staff regarding grant financial activity, account status, reporting requirements, and identified discrepancies.

· Assist program managers with understanding grant budgets, financial reports, allowable expenditures, and documentation requirements.

· Coordinate financial reporting activities to ensure established internal and funding agency deadlines are met.

· Assist with interpreting grant terms, financial reporting requirements, and applicable federal regulations and communicate requirements to appropriate staff.

· Support grant modifications, budget revisions, extensions, renewals, and closeout activities as assigned.

· Coordinate with Finance staff and program managers to gather documentation and prepare schedules and supporting materials for audits and monitoring reviews.

· Support external and internal audit activities, respond to requests for financial documentation, and assist with resolution of audit questions or exceptions.

· Supervise assigned staff, including providing work direction, training, workload coordination, performance feedback, and support.

· Assist the Grants and Restricted Revenue Manager with complex accounting projects, process improvements, internal controls, and other financial initiatives.

· Serve as a resource to Finance and program staff regarding grant accounting and restricted revenue processes.

· Maintain confidentiality and safeguard sensitive financial and organizational information.

· Perform other duties as assigned.

Knowledge, Skills & Abilities. A comprehensive set of capabilities required to perform job tasks effectively:

· Knowledge of grant accounting, financial reporting, budgeting, reconciliation, and grant compliance principles.

· Knowledge of generally accepted accounting practices and financial internal controls.

· Knowledge of federal grant requirements and the ability to read, interpret, and apply applicable regulations, award terms, and reporting requirements.

· Skill in reviewing financial data, identifying discrepancies, and preparing accurate reconciliations and reports.

· Proficiency with Microsoft Office, particularly Excel, and the ability to effectively use accounting systems, financial software, and grant management portals.

· Strong analytical, organizational, and problem-solving skills.

· Strong written and verbal communication skills with the ability to explain financial information to both financial and non-financial staff.

· Ability to organize and prioritize multiple assignments and meet established deadlines.

· Ability to work collaboratively with Finance staff, program managers, auditors, funding agencies, and other stakeholders.

· Ability to provide effective supervision, work direction, and support to assigned staff.

· Ability to exercise sound judgment and maintain a high degree of accuracy and attention to detail.

· Ability to work independently while operating within established policies, procedures, and management direction.

· Ability to maintain strict confidentiality.

Minimum Qualifications (education, experience, skills):

· Bachelor’s degree in Accounting, Finance, Business Administration, or a closely related field.

· Three (3) years of progressively responsible experience in grant accounting, financial accounting, budget administration, financial reporting, or a closely related area.

· Supervisory or lead experience.

· Education Substitution

· An Associate degree in Accounting, Finance, Business Administration, or a closely related field may substitute for the Bachelor’s degree when combined with:

· Four (4) years of progressively responsible related experience, including experience at the Coordinator, Specialist, or equivalent professional level; and

· Supervisory or lead experience.

Preferred Qualifications (education, experience, skills):

· Two (2) or more years of direct experience with grant accounting or grant financial management.

· Experience with federal grants, restricted funding, and federal financial reporting requirements.

· Experience supporting financial audits, grant monitoring, or compliance reviews.

· The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs.

· Some travel may be required on small aircraft or ferry.

· Certain positions at Tlingit and Haida may have exposure to certain hazardous materials or conditions. The supervisor will review these if applicable.
